F. The Consultant will then perform field and job evaluations <br />studies of positions, where necessary, to evaluate the <br />various jobs and to determine the complexity of the duties <br />assigned to the positions. (The ability of the incumbent <br />to perform the job duties will not be a factor in the .job <br />evaluation or study.) <br />G. Each position in the survey will be related and we will <br />design a Classification Plan tailored to the need's of the <br />County. Recommendations will include changing existing <br />classifications, where needed, and establishing new <br />classifications where necessary. <br />H. Normal lines of promotion will be maintained or developed <br />during this step in the survey. <br />PHASE II <br />A. After tentative position classifications, class titles and <br />preliminary pay grades have been established, the Consultant <br />will meet with the Department Heads to review our allocations, <br />and to verify the accuracy of the information received in <br />the field. <br />B. In this step, the County will be furnished a list of the <br />tentative position allocations and titles within their unit. <br />Comments and approval will be requested during this step to <br />assure understanding by those who will be involved in the <br />implementation and maintenance of the plan. <br />PHASE III <br />A. The Consultant will then conduct a Wavle and Salary Survey <br />in the labor market where the County recruites for employees. <br />B. Positions will be compared by job content in the local area <br />for those position which are recruited for locally. For <br />positions where the County competes on a regional, statewide <br />or national basis, the needed salary data will be secured <br />and studied. <br />C. The'Consultant will then design a current and competitive <br />Pay Plan for the occupations contained in the Classification <br />Plan. <br />PHASE IV <br />9 <br />A. The Consultant will edit, update or create new Class <br />Descriptions to reflect illustrative duties, job content <br />and qualifications for entrance to a position in the <br />classification. <br />PHASE V <br />A. A written report will be personally presented and discussed, <br />and will include: <br />1. Discussion of the study and our approach. <br />2. Recommended Position Classification Pian and Pay Plan. <br />3. Class Descriptions. <br />4. Methods of implementing the recommendations. <br />S.
