<br />SIONER Loy, TO AGREE TO STATE THAT THE INTENT OF THE COMMISSION IS
<br />THAT THERE WILL BE NO RATE INCREASE AT THE HEARING TO BE HELD ON
<br />DECEMBER 20TH AND THAT IT IS BEING HELD DUE TO LEGAL REQUIREMENTS OF
<br />NEW OWNERSHIP.
<br />CHAIRMAN WODTKE STATED THAT HE HAS A BASIC PROBLEM WITH
