COMMUNITY DEVELOPMENT DIRECTOR REGAN PRESENTED THE BOARD AND <br />THE ATTORNEY WITH A PACKET OF INFORMATION TO REVIEW IN REGARD TO THE <br />ANNUAL CONTRIBUTIONS CONTRACT FOR SECTION 8 HOUSING ASSISTANCE. HE <br />REQUESTED THAT THE BOARD BE PREPARED TO TAKE ACTION ON THIS AT THE NEXT <br />REGULAR MEETING SO THAT IT CAN BE FORWARDED ON TO HUD FOR APPROVAL. <br />MR. REGAN NOTED THAT WE HAVE BEEN AT A DISADVANTAGE IN THE PAST IN <br />SEEKING COMMUNITY DEVELOPMENT FUNDS BECAUSE WE HAD THE LEAST AVAILABILITY <br />OF LOW INCOME HOUSING; HE, THEREFORE, FELT THE SECTION 8 HOUSING ASSIS— <br />TANCE PROGRAM WILL ASSIST IN OUR COMMUNITY DEVELOPMENT APPLICATION, WHICH <br />IS DUE TO GO OUT ON .JANUARY 15, 1979. <br />DISCUSSION FOLLOWED, AND IT WAS DECIDED TO PLACE THIS MATTER <br />ON THE AGENDA OF THE MEETING OF DECEMBER 20, 1978. <br />MR. REGAN NEXT REPORTED ON THE HUD MEETING HE AND PLANNING <br />DIRECTOR REDICK ATTENDED IN .JACKSONVILLE PERTAINING TO THE PRE—APPLICA— <br />TION FOR FY 79 SMALL CITIES DISCRETIONARY COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS. HE NOTED THAT THEY HAD ANTICIPATED A CHANGE IN FEDERAL <br />REGULATIONS BUT THE MARCH 1, 1978 REGULATIONS ARE STILL IN EFFECT, AND <br />THEY LEAN TOWARDS WORKING IN A GIVEN AREA WHERE THERE WOULD BE A HIGHER <br />DEGREE OF VISIBILITY. MR. REGAN NOTED THAT OUR LAST PRE—APPLICATION. <br />WAS NOT APPROVED, ALONG WITH 14 OTHER COUNTIES WHO SUBMITTED FOR <br />SINGLE PURPOSE PROGRAMS. HE CONTINUED THAT WE DID NOT GO FOR A COMPRE— <br />HENSIVE PROGRAM, EVEN THOUGH THE CONSULTANTS ADVISED IT, BECAUSE THE <br />ADVISORY COMMITTEE, WHICH IS MADE UP OF REPRESENTATIVES FROM GIFFORD, <br />' WABASSO AND OSLO, DID NOT WISH TO CONCENTRATE ON ONE AREA. MR. REGAN <br />Is <br />STATED THAT THERE IS THREE MILLION DOLLARS AVAILABLE THIS YEAR UNDER <br />COMPREHENSIVE GRANTS; THE RULES ARE EVEN MORE STRINGENT; AND IT WOULD <br />BE PRUDENT TO APPLY FOR A COMPREHENSIVE GRANT. MR. REGAN FELT THAT HE <br />AND MR. REDICK COULD USE THEIR COMBINED EXPERTISE TO PUT TOGETHER A <br />PRE—APPLICATION INSTEAD OF USING CONSULTANTS. <br />`i MR. REDICK INFORMED THE BOARD THAT THE ONE THING [IUD IS GOING <br />TO DEMAND IS A LOT OF REHABILITATION, AND THIS CAN BE PART OF A COMPRE— <br />HENSIVE PROGRAM. IN ADDITION, THE AREA HAS TO BE CONCENTRATED AND <br />VISIBLE. HE DISCUSSED THE NUMBER OF POINTS NECESSARY TO (QUALIFY FOR <br />FUNDING, POINTING OUT THAT THERE ARE MANY AREAS IN WHICH WE HAVE NO <br />CONTROL OVER THE POINTS, SUCH AS THE TOTAL AMOUNT OF SUBSTANDARD UNITS <br />71 <br />W 3oPACE <br />M <br />
