<br /> <br /> <br /> <br /> <br /> <br /> Discussion continued and Administrator Baird said he received a letter from <br />Jeffrey E. Mandel, the County’s Labor Attorney (copy on file with the backup for today’s meeting) <br />which defined the process of establishing a consolidated plan. Mr. Baird thought it would take <br />until March 2005 to accomplish this and he asked to come back in January with a calendar setting <br />target dates. <br /> <br />MOTION WAS AMENDED by Commissioner <br />Lowther, SECONDED by Commissioner Wheeler, to <br />give staff until the first meeting in the year 2005 to <br />report back to the Board. <br /> <br />(Clerk’s Note: The Chairman said this was not a public hearing but, on Mr. William’s <br />insistence of importunacy, he was allowed to speak. He informed everyone else there would be a <br />workshop to give them an opportunity to be heard.) <br /> <br /> John Williams <br />, 1535 Smugglers Cove, thought this is a political power issue <br />and the Board should keep it dissolved for a few more years by keeping two unions. <br /> The Chairman felt Mr. Williams was being naive. <br /> <br />THE CHAIRMAN CALLED THE QUESTION and the <br />Motion passed unanimously. (The Board directed staff <br />to investigate consolidating the Fire and Emergency <br />Services Divisions with the goal of achieving a better <br />level of service, set calendar target dates and to report <br />back to the Board at the first meeting in January 2005. <br /> <br />NOVEMBER 16, 2004 28 <br /> <br />
