He <br />understood that he was to accept that motion as a direction to prepare such an ordinance. <br /> <br /> The Chairman opened the floor for public discussion even though it was not an <br />advertised public hearing. <br /> <br /> Peter Robinson, <br /> 315 Greytwig Road, spoke in opposition to a moratorium <br />and questioned what projects this motion would affect. A three-month moratorium means a lot of <br />money if you are a developer carrying a loan and the money is coming out of your pocket. <br /> County Attorney Collins explained that an Ordinance would have to be <br />drafted; a public hearing would be held; and then be filed with the State before a moratorium <br />would become effective. Any project not heard by the time of the hearing would be subject to this <br />moratorium. <br /> Discussion continued whereby the question of how projects coming before the <br />Board would be affected and Director Keating explained that the only type of project that would <br />not be affected would be any that already had the conceptual PD plan approved by the Board. <br /> <br />The Chairman CALLED THE QUESTION but the <br />Commissioners were not ready to vote. <br /> <br /> Discussion continued. <br />NOVEMBER 16, 2004 31 <br /> <br />
