LINDSEY LANES SUBDIVISION STREET LIGHTING - 49TH <br />STREET WEST OF 43" AVENUE - GIFFORD STREET <br />LIGHTING DISTRICT (THE PROGRESSIVE CIVIC LEAGUE <br />OF GIFFORD, FLA., INC.) <br />MOTION WAS MADE by Commissioner Ginn, <br />SECONDED by Commissioner Lowther, to deny the <br />request. (Alternative No. 1) <br />Under discussion, Commissioner Neuberger said he interpreted the request to <br />combine the two districts and asked for further explanation. <br />Public Works Director Jim Davis gave a brief history back to the 1980's and <br />explained how the Gifford Street Lighting District evolved. Lindsey Lanes was developed later <br />in the 1990s and they formed their own street lighting scheme, which involved different and <br />more intense lights than the Gifford Street Lighting District. According to the Progressive Civic <br />League of Gifford, Fl., Inc. the Lindsey Lanes area should not be withdrawn from the Gifford <br />Street Lighting District because Lindsey Lanes benefit from the lighting on the arterial roads. <br />Ed Bernacki, President of the Lindsey Lanes Homeowners Association, explained <br />initially streetlights were never installed in Phase 1 and after 10 years they learned they needed <br />to install lighting or be in violation of the County Ordinance. <br />Robert Snyder, 4865 48th Avenue, Vice President of the Lindsey Lanes <br />Homeowners Association, described the events leading up to their request and stated that the <br />Association feels they are being treated unfairly by having to pay into the District through ad <br />NOVEMBER 18, 2003 35 <br />
