THE CHAIRMAN RECESSED THE MEETING TO <br />HOLD AN ATTORNEY-CLIENT SESSION IN THE COUNTY ADMINISTRATOR'S <br />CONFERENCE ROOM. THE COMMISSIONERS LEFT THE CHAMBERS. AT 11:53 A.M. <br />THE CHAIRMAN RECONVENED THE BOARD MEETING IN THE CHAMBERS.) <br />ON MOTION by Commissioner Neuberger, SECONDED by <br />Commissioner Ginn, the Board unanimously accepted <br />outside Counsels recommendation. <br />13.A CHAIRMAN KENNETH R. MACHT - LAND ACOUISITION <br />ADVISORY COMMITTEE MATTERS <br />Chairman Macht referenced the Press Journal editorial that stated if we are going <br />to have a land acquisition program we should consider requiring impact fees on new <br />developments instead of taxing individuals. A more feasible program, in his opinion, would be <br />to purchase a revenue bond to have the money upfront and take the burden off the taxpayer. <br />NOVEMBER 18, 2003 43 <br />
