COUNTY ATTORNEY - RESOLUTION NO. 2004-134 – <br />DELEGATING TO THE COMMUNITY DEVELOPMENT <br />DIRECTOR OR HIS DESIGNEE THE AUTHORITY TO <br />ENDORSE INSURANCE CHECKS RELATING TO SHIP <br />(STATE HOUSING INITIATIVES PARTNERSHIP) PROGRAM <br />INSURANCE CHECKS <br /> <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Lowther, the Board unanimously adopted <br />Resolution No. 2004-134 delegating to the Community <br />Development Director or his designee the authority to <br />endorse insurance checks relating to SHIP homes. <br /> <br />13.A.1. CHAIRMAN CAROLINE D. GINN – LDR AMENDMENT TO <br />ELIMINATE PERFORMANCE BONDING FOR <br />SUBDIVISIONS AND RESIDENTIAL PLANNED <br />DEVELOPMENTS <br /> <br />Chairman Ginn stated that residential performance bonding has caused a significant <br />increase in the workload for staff. Performance bonding has been unsatisfactory in guaranteeing <br />that improvements keep pace with development. Pressures on the system occur when homes are <br />ready for the certificate of occupancy but the necessary improvements lag behind. This has <br />become a burden for staff and a logistical nightmare to program and track. She recommended an <br />LDR amendment to eliminate residential performance bonding except for sidewalks and a final <br />layer of asphalt on roads. All other improvements would have to be completed before final plat <br />November 2, 2004 <br />32 <br /> <br />
