He also believed the pipeline is misinterpreted because developers will not <br />build until the buyers are there. <br />Joseph Paladin <br />, a developer, discussed the advantages (control) of PDs (planned <br />developments) and recounted that he had warned of a negative of not using PDs, that is people <br />would used the small lot subdivision. He felt that small lot subdivisions have a place for affordable <br />housing but was concerned that it might be used to circumvent the PD process. He has been <br />outspoken against moratoriums but in retrospect he thought he was not as right as he thought he <br />was back then nor did he think Mrs. Ginn was as wrong as he thought she was back then. He <br />cautioned the Commissioners to be really careful about moratoriums or slow downs so as not to <br />bring about a rush on rezonings by out-of-town investors wanting to maximize their property <br />investments. <br /> <br />MOTION WAS MADE by Vice Chairman Neuberger, <br />SECONDED by Chairman Ginn, to direct staff move <br />forward the interim control measures. <br /> <br />County Attorney Collins advised this would have to come back in the form of an <br />ordinance. <br />Commissioners Macht and Commissioner Lowther reiterated their opposition to the <br />motion so the three new Commissioners will have their own input and be the ones to construct this. <br />Discussion ensued. <br /> <br />The Chairman CALLED THE QUESTION and the motion <br />failed 2-2 (Commissioners Macht and Lowther opposed, <br />and Commissioner Adams absent.) <br /> <br />November 2, 2004 <br />40 <br /> <br />
