MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Vice Chairman Flescher to approve <br />staff's recommendation for transmittal of the proposed <br />future Land Use Amendment to the Department of <br />Community Affairs (DCA) by approving the proposed <br />Resolution, with the caveat for staff to review the fourth <br />criterion of Future Land Use Element Policy 14.3 <br />Commissioner Wheeler suggested tabling this matter until the fourth point under the <br />Future Land Use Element Policy 14.3 can be reviewed, as specified in the above Motion; <br />however, there was no CONSENSUS to do so. <br />The Chairman CALLED THE QUESTION, and by a 4-1 <br />vote (Commissioner Wheeler opposed), the Motion <br />carried. The Board: (1) directed staff to review the fourth <br />criterion of Future Land Use Element Policy 14.3 (page <br />272 of the backup), pertaining to a swap or <br />reconfiguration of land use designations at separate sites; <br />and <br />(2) Approved Resolution 2009-164, approving the <br />transmittal of a proposed Indian River County <br />Comprehensive Plan Future Land Use Map Amendment to <br />the State of Florida Department of Community Affairs. <br />The Chairman called a break at 12:14 p.m. and reconvened the meeting at 1:31 p.m., <br />with Vice Chairman Flescher rejoining the meeting at 1:33 p.m. <br />25 <br />November 3, 2009 <br />
