He said <br />they were commencing with the clubhouse and that none of the Homeowner Associations were <br />being assessed monies for anything that is incomplete. He assured the Board that his company <br />would fund, pay for, and subsidize the deficiencies on the budgets. <br />Commissioner O'Bryan wanted confirmation that most of the sales would be to <br />owners and not investors or speculators. <br />Robert Shelby stated that he had not seen too many investors in Indian River <br />County. <br />Commissioner O'Bryan emphasized that the Florida Statute requires a lot owner <br />who is being assessed a fee, to supply an annual financial report 60 -days after the end of the fiscal <br />year. He asked Mr. Shelby if he would supply the Board with the required annual report, and Mr. <br />Shelby said his management company would gladly furnish the County with the closing <br />documents at the end of each year. <br />ON MOTION by Commissioner O'Bryan, SECONDED by <br />Commissioner Davis, the Board by a 4-0 vote (Chairman <br />Wheeler absent) granted final plat approval for Millstone <br />Landing P.D. — Phase 3, as recommended in the <br />memorandum of October 29, 2007. <br />7.G.
