Mr. O’Haire <br /> and Board discussed abandonment and the proposal to use the home <br />for homeless residents. <br /> <br />Lengthy and involved discussions ensued regarding the timeframe for moving into <br />the facility, the appeal process, and the need for other parties involved to be made aware of what is <br />happening. <br /> <br />Administrator Baird suggested that staff prepare a status report and they ask Mr. <br />O’Haire to come back next week so they could present all the facts. There was also discussion on <br />whether a Motion was needed. <br /> <br />Chairman Neuberger WITHDREW his SECOND to the <br />MOTION and felt they should go through the process as the <br />people who are going to be affected need to know what is <br />happening. <br /> <br />MOTION DIED for lack of a Second. <br /> <br />Spencer Simmons <br /> felt Commissioner Bowden was right, in that, they only had one <br />view of the issues. He defended the position of people who would use the facility, and believed <br />they needed to have a Certification of Occupancy. <br /> <br />Chairman Neuberger declared that there was no Motion but staff would bring the <br />item back to the Board next week. <br /> <br />There was CONSENSUS to allow the matter to go through <br />the appeal process. <br /> <br />November 7, 2006 <br />27 <br /> <br />
