Jennings <br />Dei. 20, 1978. <br />ATTORNEY COLLINS AFFIRMED THAT THIS APPLICATION WAS IN THE <br />MILL PRIOR TO THE MORATORIUM AND THIS PARTICULAR SUBDIVISION FELL WITHIN <br />THE EXEMPTION. <br />ATTORNEY SAMUEL BLOCK CAME BEFORE THE BOARD REPRESENTING <br />MITCHELL BUILDERS, INC. OF FLORIDA AND MICHIGAN. HE STATED THAT THE <br />PRELIMINARY PLAT WAS APPROVED LAST APRIL AND THEY ARE COMING IN STRICTLY <br />FOR THE WATER FRANCHISE ON THAT PLAT.
