COMMISSIONER LYONS NOTED THAT HE WAS ON THE CITY COUNCIL WHEN <br />THE ROSEWOOD AREA WAS DISCUSSED AND EXPLAINED THAT IT WASN`T THE CITY'S <br />INTENTION TO GO OUT AND ADD MORE TERRITORY, BUT TO TRY TO DO AN ENGINEER- <br />ING JOB THAT WOULD GIVE THE RIGHT KIND OF WATER SERVICE'FOR THOSE THEY <br />WERE ALREADY SERVING, HE EXPLAINED THAT THIS AREA HAD "GROWN LIKE <br />Topsy," AND THEY HAD TO PUT LOOPS IN. THE BOARD HAD NO PROBLEM WITH <br />THAT, <br />COMMISSIONER Loy WONDERED WHETHER THE SQUARING -OFF WOULD HAVE <br />ANY AFFECT ON OUR WATER ALLOCATION, AND COMMISSIONER LYONS NOTED THAT <br />NO REFERENCE WAS MADE TO THIS, AND HE DID NOT BELIEVE THAT WAS THE <br />INTENTION, <br />IT WAS GENERALLY FELT THIS SHOULD BE CLARIFIED AS WE HAVE HAD <br />DISAGREEMENTS ON THIS PLATTER BEFORE, <br />ATTORNEY COLLINS STATED THAT HE HAD A MATTER HE FELT THE <br />BOARD SHOULD BE MADE AWARE OF RELATING TO THE PLAT FOR TREASURE COAST, <br />WHICH WAS PRESENTED BY ENGINEER ROBERT LLOYD AND APPROVED SEVERAL WEEKS <br />AGO, HE CONTINUED THAT HE HAS SINCE LEARNED THAT ALTHOUGH THE DEDICATION <br />INDICATES ONE OWNER, THE PROPERTY HAD, IN FACT, BEEN TRANSFERRED AT THE <br />TIME THE COUNTY APPROVED THE PLAT SO THE DEDICATIONS WERE NOT ACTUALLY <br />OF THE OWNER. HE FELT THIS MAY HAVE TO COME BACK TO THE BOARD FOR RE - <br />PLATTING. ATTORNEY COLLINS CONTINUED THAT WHAT CONCERNS HIM IS THAT IF <br />THIS WAS NOT INTENTIONAL, IT CERTAINLY COMES CLOSE TO IT, PARTICULARLY <br />WITH ALL THE PROBLEMS WE HAVE HAD WITH THIS PARTICULAR PLAT. HE POINTED <br />OUT THAT THE CERTIFICATION ON THE PLAT DONE BY ATTORNEY HIRAM PANNING <br />WAS TWO OR THREE MONTHS OLD, AND HE DID NOT EVEN REPRESENT THEM WHEN <br />THEY CAME BEFORE THE BOARD. <br />CHAIRMAN WODTKE AGREED THAT THIS IS OF GREAT CONCERN, ESPECIALLY <br />WHEN IT IS DONE BY PROFESSIONAL PEOPLE WHO ARE AWARE OF OUR SPECIFIC <br />WRITTEN POLICIES IN REGARD TO CERTIFICATION OF OWNERSHIP,' <br />y \ <br />ATTORNEY COLLINS INFORMED THE BOARD THAT HE WILL WRITE THEM A <br />MEMO ON THE 201 TAC COMMITTEE AND WHAT HAS TRANSPIRED. <br />FINANCE DIRECTOR BARTON INFORMED THE BOARD THAT HE NEEDS IN- <br />STRUCTIONS IN REGARD TO HANDLING PROCEDURE FOR THE SECTION S FUNDS, WHICH <br />BOOK 38 Pace 430 <br />
