I <br />CHAIRMAN WODTKE STATED THAT APPOINTMENT TO THE BOARD OF <br />DIRECTORS OF THE ECONOMIC OPPORTUNITY COUNCIL WILL BE HELD IN ABEYANCE <br />TEMPORARILY <br />COMMISSIONER SIEBERT INFORMED THE BOARD THAT THE CONTRACT <br />BETWEEN TREASURE COAST REGIONAL PLANNING COUNCIL AND THE DEPARTMENT OF ­ <br />ENVIRONMENTAL REGULATION IN REGARD TO ESTABLISHMENT OF A 208 WATER QUALITY <br />ADVISORY COMMITTEE HAS BEEN TURNED DOWN BY THE DEPARTMENT OF ENVIRONMENTAL <br />REGULATION BECAUSE OF THE CHANGES MADE BY THE REGIONAL COUNCIL -AT THEIR <br />LAST MEETING. ONE CHANGE WAS THAT THE REGIONAL COUNCIL -SHOULD RECEIVE <br />AND REVIEW THE REPORT OF THE COMMITTEE BEFORE IT WAS FORWARDED TO THE <br />DEPARTMENT OF ENVIRONMENTAL REGULATION AND THIS WAS UNACCEPTABLE. ANOTHER <br />CHANGE MADE WAS TO "ENCOURAGE" MEMBERS NOT TO MISS MEETINGS RATHER THAN <br />REPLACE THEM IF THEY DID, AND THE LAST CHANGE WAS IN REGARD TO THE DEPART- <br />MENT OF ENVIRONMENTAL REGULATION DETERMINING THE NECESSARY FREQUENCY OF THE <br />COMMITTEE MEETINGS. THE REGIONAL PLANNING COUNCIL FELT SINCE THIS WAS A <br />PLANNING COUNCIL COMMITTEE, THE MEETING DATES AND AGENDA SHOULD BE THEIR <br />RESPONSIBILITY. MR. L.ITTLEJOHN OF THE DEPARTMENT OF ENVIRONMENTAL REGULA- <br />TION SAID IN A LETTER THAT THESE CHANGES EXCEED THE REQUIREMENTS OF PUBLIC <br />LAW. COMMISSIONER SIEBERT, THEREFORE, NOTED THAT ANY RECOMMENDATIONS <br />WE MAKE TODAY MAY OR MAY NOT BE ACCEPTED BY THE DEPARTMENT OF ENVIRONMENTAL <br />REGULATION, BUT HE FELT WE SHOULD GO AHEAD AND SEND IN OUR RECOMMENDATIONS <br />TO THE DEPARTMENT OF ENVIRONMENTAL REGULATION IN ANY EVENT AND HOPE THAT <br />THEY WILL ACCEPT THEM. COMMISSIONER SIEBERT CONTINUED THAT THE NEXT MEETING <br />OF THE REGIONAL PLANNING COUNCIL IS JANUARY 18TH, THE SAME DAY OUR LEGIS- <br />LATIVE DELEGATION WILL BE IN VERO BEACH AND HE REQUESTED THAT A BOARD <br />MEMBER BRING MR. LITTLEJOHN'S LETTER TO THE ATTENTION OF OUR DELEGATION. <br />COMMISSIONER LOY AGREED THIS SHOULD BE DONE, NOTING THAT, IN <br />ESSENCE, MR, LITTLEJOHN'S LETTER IS SAYING THAT A STATE AGENCY HAS THE <br />AUTHORITY TO APPOINT PEOPLE FROM OUR COUNTY TO REPRESENT US. <br />CHAIRMAN WODTKE REQUESTED THAT THE BOARD PROCEED TO MAKE <br />RECOMMENDATIONS FOR MEMBERS TO THE 208 ADVISORY COMMITTEE. <br />COMMISSIONER SIEBERT INFORMED THE BOARD THAT THE INDIAN RIVER <br />CITRUS LEAGUE HAS ASKED THAT VICTOR KNIGHT, JR.
