Wodtke, Jr., Chairman <br />Indian River County Board of County Commissioners <br />FROM: John Tripson <br />Jim Huff <br />Pete Spyke <br />CONCERNING: Water Well Construction Permitting <br />We have investigated the possibilities of a water well construction <br />permitting program for Indian River County as per the Board's request. <br />Following is a summary of our findings and our recommendations. <br />The St. John's River Water Management District (SJRWMD) is the auth- <br />ority in charge of management of water wells. As of April 1, 1979, they <br />will require construction permits for wells 4" in diameter and larger re- <br />gardless of depth. They will not require permits for smaller diameter <br />wells. At present, they do not intend to include smaller diameter wells <br />in the foreseeable future. <br />The SJRWMD entered an agreement with Volusia County on September 7, <br />1978 in which the authority for construction permitting was delegated to <br />the County. Volusia County had been permitting construction of wells for <br />approximately two years prior to that time. Since the county program <br />already met the standards required by the SJRWMD, no significant changes <br />were necessary. Based upon their experience with Volusia County, the <br />SJRWMD offered to enter into agreements with other counties. At present, <br />Volusia County has the only working agreement with the SJRWMD. The other <br />relatively few counties with working well construction permitting programs <br />will probably enter into similar agreements. <br />Since Volusia County's program is acceptable to the SJRWMD, we inves- <br />tigated that program for possible use as a model. Briefly, Volusia County <br />permits all private water wells (SJRWMD and DER handle permitting of pub- <br />lic supply and artificial recharge wellsl. Volusia County's primary in- <br />terest is in shallow domestic wells of (generally). 2" diameter. The pro- <br />gram was initiated 2 years ago in an effort to monitor and control serious <br />i� salt water intrusion from the Atlantic Ocean on the east side and the <br />St. John's River on the west side of the county. An ordinance similar to <br />a bu3.lding code ordinance was passed covering regulation of well drillers <br />and well construction specifications. A later ordinance required that <br />drillers be bonded ($5,000) and that they acquire a county license of <br />competency. <br />Before a driller can put down a well, he must make an application to <br />the County. A permit is then granted in conjunction with other building <br />permits such as electrical, plumbing, etc. The driller must submit a log <br />23 <br />JAN 1©1979 <br />
