CHAIRMAN WODTKE STATED THAT THE REPRESENTATIVES OF THE ST. <br />.JOHNS RIVER WATER MANAGEMENT DISTRICT HAVE BEEN INVITED TO OUR JANUARY 24TH <br />MEETING BUT AFTER HAVING THIS MEETING, IT MAY NOT BE NECESSARY TO HAVE THEM <br />ATTEND. HE ASKED MR. TRIPSON TO ENLARGE ON THE REPORT, AND NOTED HE HAD <br />THOUGHT THE COUNTY COULD SET UP PERMITTING FOR WELLS UNDER 4". <br />.JOHN TRIPSON STATED THAT COULD BE DONE BUT IT IS REALLY NO 9 <br />NECESSARY SINCE INDIAN RIVER COUNTY DOESN'T HAVE ANY SALT WATER ENCROACH- <br />MENT PROBLEMS TO SPEAK OF, ST. .JOHNS DOES NOT REQUIRE PERMITTING -FOR ANY- <br />THING UNDER 4" WELLS, HE COMMENTED THAT HE HAD THOUGHT IT WOULD BE A GOOD <br />IDEA FOR THE COUNTY TO PERMIT THESE WELLS�BUT AFTER LOOKING INTO IT, IT <br />DOES NOT SEEM FEASIBLE. MR. TRIPSON NOTED THERE ARE ONLY ABOUT 100 WELLS <br />4" AND UP DRILLED A YEAR�AND HE BELIEVED THIS WILL BECOME LESS EACH YEAR. <br />t <br />COMMISSIONER SIEBERT EXPLAINED THAT THE BOARD'S INTENT HAD t <br />BEEN TO CUT SOME RED TAPE FOR OUR LOCAL RESIDENTS, BUT IT NOW HAS BEEN <br />DETERMINED THAT A 4" WELL REQUIRES A CONSUMPTIVE PERMIT FROM ST. .JOHNS <br />RIVER WATER MANAGEMENT DISTRICT REGARDLESS OF A LOCAL PERMIT,AND IF YOU <br />GOT INTO PERMITTING WELLS UNDER 4", IT WOULD BE VERY EXPENSIVE AND WOULD <br />ACTUALLY ADD RED TAPE. HE NOTED THAT THE REASON VOLUSIA COUNTY DID IT WAS <br />BECAUSE THEY HAD SALT WATER INTRUSION PROBLEMS, <br />COMMISSIONER LYONS NOTED THAT WE CERTAINLY WANT TO PROTECT THE <br />SHALLOW ACQUIFER, WHICH IS THE SOURCE OF DRINKING WATER FOR THE CITY AND <br />COUNTY. HE CONTINUED THAT BETWEEN 1200-1500 2" WELLS PER YEAR IS A <br />CONSIDERABLE AMOUNT, AND HE WOULDN'T LIKE TO SEE US PUT OURSELVES INTO A <br />PROBLEM. HE INFORMED THE BOARD THAT THE CITY OF VERO BEACH HAS PUT UP <br />PILOT WELLS BETWEEN THE WELL FIELD AND THE RIVER JUST TO KEEP TRACK OF <br />WHETHER OR NOT WE ARE GETTING ANY SALT WATER INTRUSION. COMMISSIONER LYONS <br />COMMENTED THAT HE DOESN'T LIKE TO SEE ANY MORE PERMITS.THAN WE ALREADY <br />HAVE, BUT WATER IS SECOND TO AIR AS FAR AS LIFE IS CONCERNED. <br />PLANNING DIRECTOR REDICK INFORMED THE BOARD THAT WE DO KNOW <br />•y� WHERE THESE WELLS ARE LOCATED, IN RELATIONSHIP TO THE BUILDING PERMITS. <br />t <br />HE BELIEVED THAT WE ARE, AT SOME POINT IN THE FUTURE, GOING TO NEED TO <br />CONTROL THE LOCATION OF THE WELLS BUT AT THE PRESENT TIME, WE DO NOT HAVE <br />THE CRITERIA TO WORK WITH TO DETERMINE WHEN A WELL SHOULD BE PERMITTED IN <br />CERTAIN AREAS. HE STATED THAT HE CONCURRED WITH THE REPORT, PARTICULARLY <br />AS TO THE WORDS "FOR THE TIME BEING." <br />25 <br />JAN 101979 <br />
