<br />Discussion ensued regarding which channels duplicated programs of Channel 29. <br /> <br />ON MOTION by Commissioner Neuberger, SECONDED <br />by Commissioner Wheeler, the Board unanimously <br />approved to write a letter requesting Comcast to consider <br />the viewers befeore changes are made to PBS Channels. <br /> <br /> <br />10.A. EMERGENCY LEGISLATIVE BILL EXTENDING THE <br />DISCOUNT PERIOD TO PAY AD VALOREM TAXES <br />Administrator Joseph Baird said the Legislature approved Emergency Legislative <br />Bill 15.B for Counties declared a major disaster area. Under the Bill the Board can adopt an <br />Ordinance extending the discount period for taxpayers to pay their ad valorem taxes. This Bill <br />extends the 4% discount period if taxpayers pay ad valorem taxes by January 31, 2006, and <br />extends the 3% discount if taxpayers pay by February 28, 2006. Administrator Baird felt this Bill <br />has real problems as far as practical implementation. Financial implications are estimated to be <br />$1.3 million less to government agencies due to the discount. He felt the Legislature should give <br />the Counties time to implement appropriate software to accommodate the changes and before the <br />tax collector sets the millage, and, therefore, recommended the Board not take action on this Bill. <br />ON MOTION by Commissioner Bowden, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />not to extend the discount period on 2005 ad valorem taxes <br />as proposed in Emergency Legislative Bill 15-B. <br /> <br />December 13, 2005 21 <br /> <br />
