IT WAS NOTED THAT THE MEMORANDUM ESTIMATES A COST OF $20,000 <br />AND THE POSITION PAPER $15,000, AND COMMISSIONER SIEBERT ASKED IF <br />ENGINEER BEINDORF HAS SEEN THE "POSITION PAPER." <br />ASSISTANT ADMINISTRATOR NELSON EXPLAINED THAT ENGINEER BEINDORF <br />WAS ONE OF THE DRAFTERS OF THE "POSITION PAPER," AND FURTHER NOTED THAT <br />THE $15,000 ONLY PERTAINS TO THE SURGE TANK. -THEY ARE RECOMMENDING THAT <br />THE COST OF THE MOTORS COME OUT OF THE $200 TAP -IN FEE, <br />CHAIRMAN WODTKE ASKED REPRESENTATIVES OF INDIAN SUMMER IF THEY <br />WERE IN AGREEMENT WITH THE RECOMMENDATION. <br />ROBERT PINCHUK, REPRESENTING MR. HERSLOFF, APPROACHED THE <br />BOARD AND STATED THEY WERE NOT IN AGREEMENT. HE CONTINUED THAT AT ONE <br />TIME THE COUNTY HAD APPROVED A SITE PLAN FOR THE 54 UNITS NOW IN EXISTENCE <br />AT VERA CRUZ PLUS 72 UNITS TO BE PUT ON THE 4.1 ACRES NOW IN QUESTION. <br />THE BALANCE OF,THOSE UNITS WERE TO BE PUT INTO THE INDIAN RIVER UTILITIES <br />SYSTEM, BUT DUE TO FINANCIAL PROBLEMS, THE UNITS WERE NEVER CONSTRUCTED. <br />MR. PINCHUK INFORMED THE BOARD THAT THEY HAD ALREADY PURCHASED FROM THE <br />CITY SUFFICIENT WATER METERS IN ORDER TO DO THIS JOB; SO THE CITY AGREED <br />THAT THE DEVELOPERS WOULD GET THE WATER. THE CITY•ASKED THEM ABOUT THE <br />SEWER AND THEY TOLD THE CITY IT WAS GOING TO THE INDIAN RIVER UTILITIES <br />PLANT, WHICH WAS NOT QUESTIONED AT THAT TIME. NOW THEY FIND THAT, BASED <br />UPON REPORTS FROM THE COUNTY, THERE IS A PROBLEM WITH THE INDIAN RIVER <br />UTILITIES PLANT. <br />MR. PINCHUK COMMENTED THAT WHAT THEY REALLY WANT AT THIS TIME <br />' IS A BUILDING PERMIT TO BUILD 7 UNITS,EVEN THOUGH THEIR OVERALL APPLICATION <br />IS FOR 36 UNITS. HE NOTED THAT UNITS NEXT DOOR TO THEM HAVE BEEN ALLOWED <br />TO HOOK UP AND ARE NOT BEING ASKED TO PAY ANYTHING,AND THE DEVELOPERS, <br />OF INDIAN SUMMER FEEL "PUT UPON" BY BEING ASKED TO PAY THE ENTIRE AMOUNT. <br />HE STATED THAT THEY ARE PREPARED TO PAY, BUT THEY JUST DONT FEEL IT IS <br />FAIR FOR THEM TO DO IT ALL. HE POINTED OUT THAT MR. LOHMAN WAS AUTHORIZED <br />TO OPERATE THE PLANT, AND THEY HAD FELT THEY COULD TAKE HIS WORD ABOUT <br />USING INDIAN RIVER UTILITIES.
