ADMINISTRATOR JENNINGS STATED THAT HE UNDERSTOOD MR. PINCHUK'S <br />POSITION, AND FELT THAT IF ANYONE ADDITIONAL WISHED TO COME IN AND IT <br />REQUIRED FURTHER EXPANSION, THEY WOULD HAVE TO PAY FOR IT.- HE NOTED <br />THAT THE COUNTY CAN'T GET IN THE POSITION OF ENLARGING A -SEWER SYSTEM <br />EVERY TIME A DEVELOPER COMES IN. <br />COMMISSIONER $IEBERT POINTED OUT THAT THE COST FOR THE 36 UNITS <br />WOULD BE $27,200 OR $756 PER UNIT. THE INDIVIDUAL APPLICANT PAYS ONLY. <br />$200 FOR THE TAP -IN FEE, AND HE DID NOT THINK THIS WAS FAIR. <br />ADMINISTRATOR .JENNINGS FELT THAT THE TAP -IN FEE SHOULD REMAIN <br />AT A FIXED FEE'OF $200 UNTIL SUCH TIME AS THE BOARD DECIDES TO CHANGE <br />IT. HE FELT THAT WHEN YOU ARE TALKING ABOUT 36 UNITS, THIS IS QUITE <br />DIFFERENT FROM AN INDIVIDUAL RESIDENCE. <br />MR. PINCHUK SUGGESTED THAT THEY PUT $15,000 IN AN ESCROW <br />ACCOUNT TO BE USED FOR THE SURGE TANK SYSTEM; THAT THE $200 TAP -IN FEE <br />BE WAIVED, AND THAT THEY WOULD BE RESPONSIBLE FOR THEIR OWN LIFT STATION <br />BASED ON THE COUNTY'S CRITERIA. <br />COMMISSIONER $IEBERT FIRMLY STATED THAT THE LIFT STATION MUST <br />BE PART OF THE COUNTY'S SYSTEM AND THE COUNTY'S RESPONSIBILITY. <br />COMMISSIONER LYONS NOTED IF WE FOLLOWED MR, PINCHUK'S SUGGES- <br />TION, WE WOULD BE SETTING A POLICY WHEREBY LIFT STATIONS WOULD BE PART <br />OF THE DISTRIBUTION SYSTEMS. <br />COMMISSIONER $IEBERT STATED HE HAD NO PROBLEM WITH REQUIRING <br />THE DEVELOPER TO PAY AS PROPOSED AS LONG AS WE REQUIRE ANYBODY ELSE WHO <br />w <br />IMPACTS THE SYSTEM TO PAY AT AN IDENTICAL RATE. <br />COMMISSIONER Loy POINTED OUT THAT THEIR REQUEST IS FOR 36 UNITS <br />WHICH WILL OVERLOAD THE PRESENT SYSTEM AND REQUIRE MODIFICATION. SHE' <br />FELT IF AN INDIVIDUAL APPLIES AND THERE IS CAPACITY, THERE IS NO REASON <br />WHY THE COUNTY WOULD HAVE TO PRORATE THE ENTIRE SYSTEM. SHE DID NOT FEEL <br />IT IS FAIR TO COMPARE AN INDIVIDUAL TO A 36 UNIT PROJECT.. SHE CONTINUED <br />THAT SHE DID NOT LIKE TO SEE A DIME PUT INTO THE PLANT, HOPING WE COULD <br />WORK SOMETHING OUT WITH THE CITY.
