OUT THAT THIS TYPE OF PROGRAM IS SELF-DEFEATING AND DESTROYS INITIATIVE, <br />BECAUSE IF A TENANT TRIES TO IMPROVE HIMSELF BEYOND A CERTAIN POINT, HE <br />MUST MOVE OUT OF THE PUBLIC HOUSING, MR. PALMER FURTHER NOTED THAT UNLESS <br />THERE IS STRICT ENFORCEMENT OF REGULATIONS, A ROUSING AUTHORITY WILL ONLY <br />RESULT IN GENERATING MORE SUBSTANDARD HOUSING, <br />MR. PALMER THEN PRESENTED.AN ALTERNATIVE WHICH HE STATED HAS <br />BEEN USED IN OTHER JURISDICTIONS. WHERE THE SUBSTANDARD HOUSING IS ON <br />LAND THAT IS ZONED RESIDENTIAL, YOU REZONE IT TO INDUSTRIAL,.AND YOU FIND <br />THAT THE SUBSTANDARD HOUSING DISAPPEARS. MR. PALMER CONTINUED TO DISCUSS <br />THE STATE OF THE ECONOMY AND THE DESIRABILITY OF LIMITING SOCIAL WELFARE <br />AND STATED THAT THE TAXPAYERS ASSOCIATION REQUESTS THAT THE ADDED COST <br />FOR A PUBLIC HOUSING AUTHORITY NOT BE IMPOSED UPON THE TAXPAYERS OF THIS <br />COUNTY.. <br />CHAIRMAN WODTKE ASKED MR. PALMER TO SUMMARIZE THE TAXPAYERS' <br />REMEDIES FOR CORRECTING THIS PROBLEM. <br />MR, PALMER ANSWERED THAT THEIR POSITION IS THAT PRIVATE ENTER- <br />PRISE SHOULD TAKE CARE OF THIS, AND IT SHOULD NOT BE A SOCIAL WELFARE <br />PROGRAM. RE ALSO REPEATED THE PROPOSAL IN REGARD•TO REZONING. <br />CHAIRMAN WODTKE ASKED WHERE WILL THE PEOPLE GO IF THE AREA IS <br />REZONED TO INDUSTRIAL. <br />MR. PALMER ANSWERED THAT THE PEOPLE COULD MOVE INTO•SOME OTHER <br />UNITS OR TO SOME OTHER COUNTY. RE NOTED THAT THE COUNTY, BY ACTING AS <br />A PUBLIC HOUSING AGENCY, HAS OBTAINED SUBSTANTIAL GRANTS, AND THIS CAN <br />' BE OPERATED UNDER THE COUNTY'S CONTROL WHILE A HOUSING AUTHORITY CANNOT. <br />CHAIRMAN WODTKE INFORMED HIM THAT THIS PROGRAM IS MERELY A <br />RENT SUBSIDY PROGRAM, AND IT DOES NOT PROVIDE HOUSING. <br />COMMISSIONER SIEBERT AGREED AND POINTED OUT THAT THE -SECTION S <br />ROUSING ASSISTANCE PROGRAM REQUIRES THAT THE PEOPLE BE LOCATED IN SAFE <br />AND SANITARY HOUSING, AND THIS DOES NOT EXIST, WHICH IS THE OVERALL <br />PROBLEM. COMMISSIONER SIEBERT DID NOT BELIEVE WE COULD STRIKE A BLOW <br />FOR THE NATION S ECONOMY SIMPLY BY NOT CREATING A ROUSING AUTHORITY, AS <br />STATED BY MR. PALMER, BECAUSE HE FELT THE ONLY SOLUTION TO THE NATION'S <br />FISCAL PROBLEMS IS TO CUT THE BUDGET AT THE FEDERAL LEVEL. UNTIL THAT <br />HAPPENS, IT IS JUST A MATTER OF WHO GETS THE MONEY.
