TAXPAYERS ASSOCIATION HAS MADE AN HONEST, ON -THE -SPOT STUDY OF THE <br />HOUSING CONDITIONS IN THE POOR AREAS OF THE COUNTY AND, THEREFORE, FELT <br />SUCH A GROUP WAS NOT IN A POSITION TO MAKE A NEGATIVE DECISION FOR A <br />HOUSING AUTHORITY. MR. LUNDY NOTED THAT THERE ARE A HUNDRED HOUSING <br />AUTHORITIES NOW IN THE STATE OF FLORIDA, AND HE FELT IF SOMETHING WERE <br />WRONG, THESE WOULD HAVE BEEN ABANDONED LONG*AGO. MR. LUNDY NOTED THAT <br />MANY ORGANIZATIONS HAVE BENEFITED AT ONE TIME OR ANOTHER BY FEDERAL FUNDS;, - <br />THE U. S. IS SPENDING MILLIONS OF DOLLARS TRYING TO PUT MEN IN SPACE, AND <br />HE FELT IF THEY CAN PUT A MAN ON THE MOON, THEY CAN PUT A NEEDY FAMILY <br />IN A HOME. HE POINTED OUT THAT A HOUSI.NG AUTHORITY WOULD PROVIDE JOBS <br />FOR SOME PEOPLE AND EVEN SAVE LIVES, AND QUOTED FROM THE BIBLE, "DO <br />UNTO OTHERS..." <br />MR. LUNDY POINTED OUT THAT A HOUSING AUTHORITY CAN OBTAIN FUNDS <br />FOR HOUSING THAT CANNOT BE OBTAINED ANY OTHER WAY, AND WE HAVE BEEN <br />ADVISED THAT INDIAN RIVER COUNTY IS LOSING MONEY BECAUSE OF NOT HAVING <br />A HOUSING AUTHORITY. HE CONCLUDED BY SAYING THAT HE HAS FAILED TO HEAR <br />A LEGITIMATE REASON WHY WE SHOULD NOT HAVE A HOUSING AUTHORITY AND NO <br />OTHER FEASIBLE SOLUTIONS HAVE BEEN PROVIDED. <br />COMMISSIONER SIEBERT INFORMED THOSE PRESENT THAT THE HOUSING <br />ADVISORY COMMITTEE INVESTIGATED 42 DIFFERENT PROGRAMS FOR HOUSING BEFORE <br />RECOMMENDING ESTABLISHMENT OF A HOUSING AUTHORITY. HE POINTED OUT THAT <br />THIS WAS RECOMMENDED EVEN THOUGH INITIALLY THERE WERE FOUR MEMBERS OF <br />THE COMMITTEE WHO FELT VERY STRONGLY THAT IF PRIVATE ENTERPRISE COULD <br />' DO IT, THEY DID NOT WANT A HOUSING AUTHORITY. ONE MEMBER OF THE COMMITTEE <br />IS A LOCAL REALTOR AND ALSO IN CONSTRUCTION, AND HE WAS AT A LOSS TO SAY <br />HOW PRIVATE ENTERPRISE COULD SOLVE THE PROBLEM. COMMISSIONER SIEBERT <br />CONTINUED ON THAT A HOUSING AUTHORITY DOES HAVE SOME DEFINITE'PITFALLS <br />BUT THERE HAS TO BE A CONDUIT BETWEEN THE FEDERAL GOVERNMENT AND THE <br />CONTRACTOR AND THAT CONDUIT, AS ESTABLISHED BY FEDERAL GUIDELINES, IS <br />� THE HOUSING AUTHORITY AS THERE ARE FUNDS AVAILABLE TO JT THAT ARE NOT <br />AVAILABLE OTHER WAYS. <br />COMMISSIONER LYONS ASKED WHAT THEY PROPOSED AS A BEGINNING - <br />2 UNITS - 200? <br />41 <br />JAN 24 1979 <br />BOOK 38 PAG€ 481 <br />
