Ron Andrews, 6414 55th Square, Vero Beach, <br />Thomas Pellam, 101 N. Monroe Street, Suite 1090, Tallahassee, spoke on behalf of <br />several potentially affected landowners on the land use issue. He has assisted local governments in <br />preparing moratoria but never for the reason or purpose of stopping growth. He understands <br />moratoria, their purpose, role and planning. Moratoria is a tool to be used cautiously, <br />appropriately and under certain circumstances, such as an emergency situation.
