DRAFT <br />the top of page 14, which reads, "... while an attempt is made to establish a charter form <br />of government, ..." was too broad and needed to be more specific. <br />Vice Mayor Kenyon believed Mayor Dunlop's position was valid and he <br />felt that since they took the time to put this together, they should stick to it until such time <br />there is a Charter. <br />Mayor Dunlop suggested they change the language mentioned by <br />Commissioner Wheeler, to say, "To continue with this agreement while an attempt is <br />made to establish a charter form of government, which would have a negative impact on <br />ISBA, or negate ISBA, would be inconsistent." He asked whether everyone could live <br />with that. <br />Commissioner O'Bryan was okay with the suggestion and offered to <br />work with Fellsmere to get the language right. <br />Commissioner Wheeler said they need to clearly define what would be a <br />negative impact. <br />Commissioner Flescher thought it would be very clear if the actions of <br />any form of Charter would contradict any element of ISBA. He agreed that we should <br />not have such a harsh triggering mechanism. <br />Commissioner Wheeler agreed with Mr. Kenyon and Mayor Dunlop that <br />this should not be pre-empted by people talking or trying to build a Charter, and because <br />they do not know if it would pass if it goes on the ballot, there was no need to kill it <br />before it gets there. <br />18 <br />December 15, 2008 / Joint Workshop <br />ISBA, Sebastian <br />
