MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Vice Chairman Flescher, to <br />approve staff's recommendation, including the map <br />and legal description for the Municipal Service <br />Benefit Unit. <br />Attorney DeBraal clarified that as it was a statutory requirement for this item to <br />go to the second public hearing, Commissioner Wheeler did not need to include the request in <br />his Motion. <br />Commissioner Solari advocated having the most possible communications with <br />the residents as possible, and also wanted to have notice provided to the main community <br />groups in Gifford, like the Progressive Civil League, NAACP, and COPE. He wondered: (1) <br />if there was some mechanism for accountability in the MSBU to make sure funds were <br />properly used; and (2) whether there should be a five-year sunset clause, so the community <br />could make future determination on whether or not it wished to continue with the Gifford <br />MSBU. <br />Attorney DeBraal declared that he would provide notice to the Gifford <br />Community Groups and informed Commissioners that Budget Director Jason Brown had been <br />working on budget matters with the Gifford Progressive Civil League. <br />The Chairman CALLED THE QUESTION and the <br />Motion carried unanimously. The Board approved: <br />(1) Resolution 2008-202, electing to use the <br />uniform method for the levy, collection, and <br />enforcement of non ad valorem assessments <br />pursuant to Florida Statute Section 197.3632 to <br />24 <br />December 16, 2008 <br />
