Commissioner O'Bryan offered for consideration a four -point plan: (1) reject <br />the Orioles' counter-offer received as of December 12, 2008; (2) rescind the County's October <br />30, 2008 offer; (3) impose a 30 -day cooling off period; and (4) eliminate any confidentially <br />restrictions on Board members or County. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Solari, to: (1) officially <br />reject, in writing, the Orioles' counter-offer, which was <br />received as of December 12, 2008; (2) officially rescind the <br />County's October 30, 2008 final offer; (3) impose a 30 -day <br />cooling off period with the Baltimore Orioles; and (4) <br />officially notify the Baltimore Orioles of the County's <br />intent to eliminate, as of December 16, 2008, the <br />confidentiality restrictions which had been imposed upon <br />the County and Board members. <br />Joseph Paladin, President, Black Swan Consulting, urged the Commissioners to <br />exercise caution in setting an ultimatum and drawing a line in the sand, because there are not <br />too many chances to bring professional ball teams into the County. <br />Administrator Baird responded to questions from Bob Johnson, Coral Wind <br />Subdivision, regarding other possible options to take, before discontinuing current <br />negotiations with the Orioles. <br />Mr. Paladin felt that the County needed more information before concluding <br />negotiations, and that the County should exercise every option to try to draw the Baltimore <br />Orioles to Vero Beach. <br />26 <br />December 16, 2008 <br />
