PROOF OF PUBLICATION IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />County Attorney Collins reviewed the history of the Interlocal Agreement with the <br />School District according to which they would be able to appoint a non-voting <br />representative to our Planning & Zoning Commission. <br />Commissioner Adams spoke in favor of giving the School Board=s appointee a vote, <br />and Chairman Macht agreed. <br />Community Development Director Robert Keating explained that staff had looked <br />at the law and model agreements which showed the representatives as non-voting members. <br />That was agreed to by County and School Board staff and put in the draft agreement. He <br />noted that the municipalities of Fellsmere, Sebastian, and Vero Beach were also parties to <br />the agreement and the School Board=s appointee would also be on their planning <br />committees. <br />Discussion ensued and it appeared there was consensus to allow the School Board <br />representative to have a vote. <br />Vice Chairman Ginn suggested limiting their representative=s voting activity to <br />issues relating solely to schools. Nevertheless, she was willing to try it, but believed it must <br />be monitored closely. <br />County Attorney Collins stated they could modify the ordinance at a later date. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Brian Heady, Vero Beach, spoke against having the School Board representative <br />having a vote on the Planing & Zoning Commission. <br />December 2, 2003 <br />0 <br />
