MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Vice Chairman Flescher, to accept staff's <br />recommendation. <br />Under discussion, Commissioner O'Bryan asked if distance provisions were <br />included in Exhibit E, Indian River County New Town Allowances. Director Keating said the <br />Staff Negotiating Group agreed there should not be a separation distance for moving the boundary <br />for a new town. <br />The Chairman CALLED THE QUESTION. The Board <br />unanimously concurred with staff's objections to the <br />Agreement (Exhibit F and Sebastian point-to-point <br />contiguity), and agreed to raise those objections at the <br />upcoming Interlocal Service Boundary Agreement (ISBA) <br />elected officials meeting, as recommended in the <br />memorandum of November 17, 2008. <br />12.A.2. CONSIDERATION OF DRAFT MANAGEMENT PLAN FOR THE SAND <br />LAKES CONSERVATION AREA <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Chairman Davis, the Board unanimously approved the <br />Sand Lakes Conservation Area Land Management Plan <br />with the conditions as recommended by the Conservation <br />Lands Advisory Committee (CLAC), and as recommended <br />in the memorandum of November 20, 2008. <br />32 <br />December 2, 2008 <br />
