FAIR GAVE THE FOLLOWING THREE EXAMPLES AND HE REFERRED TO <br />A "SHEET FLOW OF WATER," A TERM USED IN THE INDUSTRY. <br />I. IF A PROPERTY OWNER HAS DRAINAGE PROBLEMS HE I'S AWARE OF <br />AT THE TIME THE RIGHT-OF-WAY ACQUISITION IS BEING DONE, THERE ARE STIPU- <br />LATIONS THAT CAN BE PUT IN TO DETERMINE EQUITABLE CULVERTING TO EQUALIZE <br />THE FLOW OF WATER ACROSS HIS PROPERTY. <br />2. IF THE PROPERTY OWNER DOESN'T KNOW THAT HE HAS A PROBLEM <br />AND IF THE ENGINEER SEES THAT THERE MIGHT BE A UNIQUE FLOW OF WATER, HE <br />WILL THEN CALL FOR EQUALIZATION CULVERTS. <br />3. IF THERE DIDN'T APPEAR TO BE A PROBLEM AND THE ENGINEER <br />DIDN'T SEE ONE AND THEN LATER THERE IS WATER IMPOUNDMENT, THEN THEY PUT <br />IN EQUALIZATION CULVERTS AS NECESSARY. <br />MR. FAIR STATED THAT IT IS NOT THEIR INTENT TO FLOOD ANYBODY'S <br />PROPERTY AND WILL CORRECT THE SITUATION IF IT DOES OCCUR; THEY WILL COME <br />IN FOR MAINTENANCE OF ROADS IF NECESSARY. <br />COMMISSIONER SIEBERT THEN ASKED IF FLORIDA POWER & LIGHT WOULD <br />PROVIDE METHODS FOR IRRIGATING FOR THE SIDE OF THE GROVE THAT MIGHT BE <br />CUT OFF FROM THE FLOW WELL. <br />MR. EVANSON COMMENTED THAT PROPERTY OWNERS ALWAYS HAVE THEIR <br />OWN MEANS OF INGRESS AND EGRESS AND THEY TRY TO NEGOTIATE WITH THE <br />PROPERTY OWNER TO UTILIZE HIS EXISTING ROADS SO THEY WILL NOT HAVE TO <br />BUILD THE ROAD. HE CONTINUED THAT STRUCTURES WILL BE PLACED SO AS NOT <br />TO BLOCK EXISTING CANALS AND WILL SPAN OVER THE TOP OF THE.AGRICULTURE, <br />UTILIZING THE EXISTING ROAD. MR. EVANSON SAID THAT THEY DO NOT BUILD A <br />ROAD,.JUST USE THE PROPERTY OWNERS ROAD, THEREBY NOT DISRUPTING HIS <br />DRAINAGE SYSTEM OR'ROAD SYSTEM. <br />30 <br />
