Wodtke, Jr., Chairman <br />Indian River County Board of Commissioners <br />County Courthouse <br />2145 14th Avenue <br />Vero Beach, Florida 32960 <br />Dear Chairman Wodtke: <br />The Department of Administration and the Public <br />Service Commission have responsibility under Section <br />377.703(3)(a), Florida Statutes, as. amended by Chapter <br />78-25, Laws of Florida, to develop an energy eiaergency <br />contingency plan for the State of Florida. This plan <br />covers petroleum products, natural gas and electricity <br />and is compatible with federal contingency plans. A <br />copy of Florida's Energy Emergency Contingency Plan, <br />which has my approval and support,.is enclosed. <br />The oil embargo during late 1973 and early 1974 <br />found the Nation and the State unprepared. No organi- <br />zation or plan of action was in place to meet the <br />crisis, Fortunately, the embargo was short and State <br />mandatory measures were+not necessary. The interna- <br />tional and national situations today do not preclude <br />the possibility of another interruption. It is for <br />this reason that I ask that you involve yourselves in <br />the organizational aspects of the Plan. <br />During the 1973-74 embargo period, the Board of <br />County Commissioners appointed a County Fuel Alloca- <br />tion Officer to act as a fuel coordinator between the <br />county and the State. This program remains in.effect <br />and we have relied on these individuals for supply <br />and distribution information over the.last four years. <br />The Contingency Plan calls for the appointment by the <br />County Commission of a County Energy Emergency Panel <br />chaired by the Fuel Allocation Officer. The -primary <br />function of the Energy Emergency Panel is to work with <br />suppliers and consumers of all types of energy within <br />•,,1 the county during an interruption of supplies. The <br />group should include broad representation from <br />industry, agriculture, social services, emergency <br />services, fuel suppliers and distributors, media repre- <br />sentatives, utility companies, and local community <br />action groups.
