i6. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY GRANTED FINAL APPROVAL OF SPRING PLACE <br />SUBDIVISION, AND AUTHORIZED THE ADMINISTRATOR'S SIGNATURE, SUBJECT. TO THE <br />DEVELOPER INDICATING ON THE PLAT THAT THE SOUTH 25' WAS A DEDICATED <br />PUBLIC ROAD. <br />EDWIN S. SCHMUCKER, ENGINEER, REPRESENTING WILLIAM PRIESTLY, <br />OWNER OF THE VERO BEACH HEALTH CLUB, APPEARED BEFORE THE BOARD REQUESTING <br />A ONE YEAR EXTENSION OF THE SITE PLAN APPROVAL TO COMPLETE THE BUILDING <br />OF THE TENNIS COURT AND THE HAND BALL COURT. HE STATED THAT THE REASON <br />THE EXTENSION IS NEEDED IS DUE TO A FINANCIAL STRAIN ENCOUNTERED IN <br />ATTEMPTING TO COMPLETE THIS PROJECT. <br />PLANNER REDICK STATED THAT HE HAS REVIEWED THE SITE PLAN AND <br />IT CONFORMS TO THE ORIGINAL PLAN EXCEPT IT HAS BEEN REVISED TO INCLUDE <br />THE NEW ORDINANCE CHANGES; THESE HAVE BEEN DONE AND ARE ON FILE IN THE <br />PLANNING DEPARTMENT. HE FURTHER COMMENTED THAT THE BOARD HAS THE AUTHORITY <br />TO GRANT THE EXTENSION AT•THEIR DISCRETION. <br />DISCUSSION FOLLOWED REGARDING THE LANDSCAPING,,AND IT WAS NOTED <br />THAT THE EXISTING TREES WOULD REMAIN AROUND THE PERIMETER OF THE PROPERTY. <br />ATTORNEY COLLINS NOTED THAT THE POLICY WHICH PERTAINS TO THIS <br />REQUEST IS ONLY ONE OF REASONABLE TIME, SHOW OF DELIVERANCE OF THE' <br />APPLICANT,,AND THE CAPABILITY OF THE APPLICANT TO FILL THE REQUEST, <br />FRANK ZORC APPROACHED THE BOARD STATING THAT HE HAD NO OBJECTION <br />TO THE EXTENSION, ONLY QUESTIONED IF THE TENNIS COURT, WHICH IS NOT YET <br />BUILT, COULD BE PERMITTED IN THIS ZONE. <br />PLANNER REDICK STATED THIS PROPERTY WAS DETERMINED TO BE A <br />COUNTRY CLUB AT THE TIME THE BASIC SITE PLAN WAS APPROVED,' IT IS AN <br />ACCEPTED AND PERMITTED USE IN THE DISTRICT. <br />I <br />•,. PRIESTLY'S APPLICATION AND PLAN IS <br />FOLLOWED THROUGH ON THE BASIS THAT IT IS A COUNTRY CLUB. HE CONTINUED <br />THAT MR.
