(William Ray, Stephen Couto, Irving Ray, and David Humphrey) They believed <br />the costs would be a financial burden for them because of fixed income. <br />Mr. Chastain explained the available payment plan as follows: The first of 10 <br />annual payments would not be due for about 18 months. If the assessment is $2,500 it would cost <br />the owner $250 per year plus interest. The capacity connection charge is about $1,300 and can be <br />financed for 5 years. <br />The connection fee is $1,300 and can be financed for 5 years with monthly <br />installments a little over $24. Connection is not mandatory but if they wanted to connect later, <br />applicable charges would be due. <br />Joe Falzone <br />advised he wasrepresenting Natalie Melick, 814 Robin Lane, who was <br />in favor of the project because it would not be any less costly in the future. <br />Mr. White <br /> presented another letter from Patricia Inglis, 827 Robin Lane, who was <br />in favor of the project. <br />Melvina DeGaetano <br />, 857 Robin Lane, spoke in favor of the project. <br /> <br />There were no additional speakers and the Chairman closed the public hearing. <br /> <br />ON MOTION by Vice Chairman Neuberger, SECONDED <br />by Commissioner Bowden, the Board unanimously adopted <br />Resolution No. 2005-208 confirming the special <br />assessments in connection with water main expansion to <br />Point-of-Woods Subdivision (Robin Lane) in Indian River <br />County, Florida; and providing for special assessment liens <br />to be made of record. <br />December 6, 2005 23 <br /> <br />
