The Chairman opened the public hearing. <br /> <br />Bob Johnson <br />, Coral Wind Subdivision, recommended against approval of this <br />th <br />project until a “98 Avenue plan” is presented and approved by the Commission. The Board never <br />approved a similar plan for south county. <br />Chairman Neuberger thought it did not require approval by the Board and has asked <br />staff to stop calling it the “initiative”. <br />Dick Coker <br />, 1404 S. Andrews Avenue, Ft. Lauderdale, was present, along with the <br />engineer and the developer, to answer questions on behalf of the applicant. He stated that only 2 <br />zoning districts are appropriate under the M-1 designation and the owners are asking for rezoning <br />to the lowest density allowable. <br />th <br />Donna Keys <br />, Planning and Zoning Commission Chairman, pointed out that the 98 <br />Avenue developers are applying under subdivision regulations not as planned developments <br />(PDs). This difference has limited the Commissioners’ ability to make any changes they might <br />want to make. <br />Robert Shelly <br />, Shelby Homes, developer of the property, advised that his company <br />has been a major part of the “south county initiative”, where they worked with staff and the <br />number of homes was brought down. The area was not planned piecemeal but in cooperation with <br />the other developers of that area. The mindset is to plan and to cooperate with the County. He <br />thought it was important to point out that this is now a desolate area and they wish to put in a <br />beautiful upscale townhome community. <br />Commissioner Davis asked how the Board could best address Donna Keys’ concern, <br />and Director Keating responded that Ms. Keys was correct, but staff has found that developers are <br />willing to cooperate or it could be a case of enlightened self-interest. He agreed that approvals are <br />easier, but he did not believe this to be a problem. <br />In response to Commissioner Davis, there was some discussion about changing the <br />land use in the area but success appeared unlikely as there were other zoning applications pending <br />under the current LDRs. <br />December 7, 2004 <br />19 <br /> <br />
