CHAIRMAN WODTKE COMMENTED THAT ACTUALLY WHAT THE BOARD SHOULD <br />BE CONSIDERING IS THE REQUEST FOR THE ZONING CHANGE. HE ASKED IF <br />ANYONE ELSE PRESENT WISHED TO BE HEARD. <br />BOB HAVILAND, OWNER OF COOKIE'S COWBOY CENTER, INFORMED THE <br />BOARD THAT HE FELT WHAT MISS MEEKO IS TRYING TO DO IS SOMETHING THAT THE <br />COUNTY DOES NEED. <br />CHAIRMAN WODTKE AGREED THAT WE DO NEED'THE SERIVCE, ESPECIALLY <br />OF THE CALIBER OFFERED BY THESE PEOPLE, BUT WE MUST LOOK AT THE BEST <br />USAGE OF THE PROPERTY, <br />COMMISSIONER LOY ASKED ZONING DIRECTOR WALKER WHETHER IT IS <br />CORRECT THAT THE MAJORITY OF THE LAND IN THIS AREA, NO MATTER HOW IT IS <br />ZONED, IS BEING USED FOR AGRICULTURAL FUNCTIONS, AND MR, WALKER STATED <br />THAT IT IS; IT IS MOSTLY IN GROVE AND PASTURE WITH JUST A VERY FEW HOUSES, <br />COMMISSIONER LOY THEN ASKED IF THE MASTER PLAN SHOWS AGRICUL- <br />TURE FOR THIS AREA, AND PLANNER REDICK STATED THAT IT SHOWS IT "EITHER/OR." <br />MOTION WAS MADE BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, TO ADOPT ORDINANCE No, 79-7 GRANTING THE REZONING AS REQUESTED, <br />COMMISSIONER SIEBERT STATED THAT, ALTHOUGH HE IS NOT HAPPY <br />AT THE WAY THIS CAME ABOUT, HE DOES NOT BELIEVE IT IS AN INCOMPATIBLE <br />USE, AND.HE FEELS IT IS A NEEDED TYPE OF OPERATION. HE ALSO FELT <br />AGRICULTURAL IS A HOLDING AREA AND DOES NOT NECESSARILY CONSTITUTE SPOT <br />ZONING. COMMISSIONER DEESON AGREED. <br />' COMMISSIONER LYONS STATED THAT HE IS DEFINITELY OPPOSED TO THE <br />REZONING. HE FELT THAT IT IS SPOT ZONING AND THAT THE WHOLE THING HAS <br />BEEN HANDLED SLOPPILY BOTH BY THE APPLICANT AND OTHERS. HE ALSO FELT IF <br />WE ARE GOING TO REZONE, WE SHOULD REZONE THE WHOLE AREA AND NOT JUST <br />PUT 20 ACRES OF AGRICULTURAL IN THE MIDDLE OF A R-1 ZONE. <br />COMMISSIONER SIEBERT COMMENTED THAT JUST THIS MORNING WE PUT <br />A SUBDIVISION IN THE MIDDLE OF AN AGRICULTURAL ZONE. HE FELT WE LIKE <br />TO MAINTAIN AS MUCH AGRICULTURAL AS POSSIBLE AND STILL RECOGNIZE THE <br />FACT THAT AGRICULTURAL IN SOME LOCATIONS WILL BE CHANGED TO OTHER USES. <br />COMMISSIONER LOY ALSO FELT THIS IS A HOLDING ZONE. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
