EDWIN S. SCHMUCKER, ENGINEER, REPRESENTING RONALD MITCHELL, <br />OWNER OF MITCHELL ESTATES, APPEARED BEFORE THE BOARD REQUESTING A ONE <br />YEAR EXTENSION OF THE PRELIMINARY PLAT APPROVAL. HE STATED THAT THE <br />REASON THE EXTENSION IS NEEDED IS DUE TO THE TIME ELEMENT INVOLVED IN <br />OBTAINING VARIOUS APPROVALS, MR. SCHMUCKER REPORTED THEY ARE NOW'IN <br />THE PROCESS OF DRILLING THE MAIN WELL FOR THIS PROJECT)AND THIS AREA IS <br />TO BE BUILT IN PHASES - IO OR 15 ACRES WILL BE INVOLVED IN THE FIRST <br />PHASE. <br />ATTORNEY COLLINS EXPRESSED CONCERN AS TO WHETHER OR NOT THERE <br />HAVE BEEN ANY CHANGES IN THE SUBDIVISION REGULATIONS THAT WOULD HAVE <br />TO BE COMPLIED WITH IF THE EXTENSION WERE GRANTED. <br />COMMISSIONER SIEBERT DID NOT FEEL THERE WAS ANY PROBLEM WITH <br />THIS. HE NOTED THIS WAS THE FIRST EXTENSION REQUEST FOR MITCHELL <br />ESTATES. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />SIEBERT, THE BOARD UNANIMOUSLY GRANTED EXTENSION OF THE PRELIMINARY g <br />PLAT APPROVAL FOR ONE YEAR TO MITCHELL ESTATES. <br />INTERGOVERNMENTAL COORDINATOR THOMAS APPROACHED THE BOARD <br />REQUESTING AUTHORIZATION TO BORROW $102,500.FOR FARMERS HOME ADMINIS- <br />TRATION I.NTERIM FINANCING FOR THE GIFFORD WATER SYSTEM. <br />ATTORNEY COLLINS COMMENTED THAT THE BOARD WILL NEED SPECIFIC <br />DETAILS REGARDING THE AMOUNT OF FUNDS NEEDED. <br />' INTERGOVERNMENTAL COORDINATOR THOMAS EXPLAINED THAT HE WOULD <br />WANT ONE NOTE FOR $50,000 AND THE OTHER FOR $52,500 TO BE DATED AND <br />EXECUTED BY THE CHAIRMAN WHEN THE FUNDS ARE NEEDED, HE CONTINUED THAT <br />HE DID NOT WANT TO BORROW ANY MORE THAN NECESSARY, AND THIS AMOUNT WILL <br />FINISH THE INTERIM FINANCING ON THE GIFFORD WATER SYSTEM. COORDINATOR f �' <br />I <br />THOMAS STATED -THAT HE WANTED TWO NOTES SO THE COUNTY WOULD NOT BE PAYING I; <br />.`� INTEREST ON THE FULL AMOUNT. HE CONCLUDED BY AFFIRMING THAT HE WILL <br />NEED THE FIRST NOTE IN THE NEXT FEW DAYS. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER DEESON, <br />THE BOARD UNANIMOUSLY ADOPTED RESOLUTION No. 79-35 TO AUTHORIZE THE <br />BORROWING OF THE BALANCE OF THE LOAN OF PHASE ONE IN SUCH DENOMINATIONS <br />AS DETERMINED APPROPRIATE BY THE FINANCE OFFICER; AUTHORIZED HIM TO <br />OBTAIN THE MONEY AT THE MOST ADVANTAGEOUS RATE TO THE COUNTY; AND <br />AUTHORIZED THE CHAIRMAN'S SIGNATURE, THESE WILL BE MADE A PART OF THE <br />MINUTES WHEN RECEIVED. <br />4 <br />Boor, 39 PacE 358 <br />APR 4 1979 <br />
