BASE, AND ANYBODY HERE OVER FOUR YEARS, HE FELT SHOULD BE 15% <br />OVER BASE, AND THEN THIS PRACTICE WOULD STOP AT THAT POINT. <br />MR. PELLEGRINO CONTINUED THAT THEY HAVE COSTED OUT THEIR <br />RECOMMENDED PLAN, AND FOR A SIX MONTH PERIOD IT WOULD COST APPROXIMATELY <br />$20,000 TO GET INTO THE PLAN. <br />COMMISSIONER SIEBERT ASKED IF YOU ARE NOT GOING TO USE A STEP <br />PROCEDURE, WHERE IS THE STARTING PO OT TO REVIEW A PERSON S SALARY? <br />MR. PELLEGRINO FELT IT SHOULD COINCIDE WITH THE FISCAL YEAR, <br />BUT HE NOTED THAT, AT THAT TIME, THE BOARD MIGHT WISH TO ALLOCATE FUNDS <br />IN ACCORDANCE WITH ANNIVERSARY DATES OF INDIVIDUALS. <br />COMMISSIONER SIEBERT COMMENTED IF YOU DIDN'T HAVE STEP INCREASES, <br />HE FELT IT WOULD HAVE TO BE DONE ALL AT ONCE. HE NOTED THAT FOR BUD- <br />GETARY PURPOSES, THEN THE BOARD WOULDN`T BE CONCERNED AT THAT POINT AS <br />TO EXACTLY WHERE THE MONEY WAS ALLOCATED AND COULD JUST ALLOCATE SO MUCH <br />MONEY TO A DEPARTMENT FOR SALARIES. <br />SIR. PELLEGRINO STATED THAT COULD BE DONE OR A CERTAIN AMOUNT <br />OF THE POT COULD BE ALLOCATED FOR ANNIVERSARY INCREASES. HE BELIEVED <br />IT WOULD FALL WITHIN THE REALM OF 5% FOR MERIT INCREASES AS THAT IS <br />A STANDARD TYPE CONSIDERATION. <br />COMMISSIONER SIEBERT NOTED THAT BESIDES MERIT INCREASES, YOU <br />HAVE TO ADJUST THE WHOLE SALARY RANGE FOR COST OF LIVING AND, IN ADDITION, <br />YOU MUST TAKE INTO CONSIDERATION THE COMPETITIVE JOB MARKET. <br />' PAIR. PELLEGRINO DID NOT FEEL THE SALARY RANGES WOULD HAVE TO BE <br />ADJUSTED EVERY YEAR, <br />COMMISSIONER SIEBERT AGREED THAT NORMALLY THE RANGES WOULD <br />NOT HAVE TO BE CHANGED THAT FREQUENTLY, BUT WITH TODAY�S INFLATION RATE, <br />HE FELT IT WOULD BE NEEDED QUITE FREQUENTLY. <br />MR. PELLEGRINO FELT THAT YOU WOULD HAVE TO LOOK AT THE MINIMUMS <br />.`� AND THE MAXIMUMS, BUT NOT THIS OCTOBER. HE STATED THAT -THEIR EXPERIENCE <br />IS THAT YOU -HAVE TO ADJUST YOUR RANGES ABOUT EVERY TWO TO TWO AND A HALF <br />YEARS, AND THEIR RECOMMENDATIONS SHOULD BE VALID FOR A COUPLE OF YEARS. <br />COMMISSIONER SIEBERT NOTED THAT THE BOARD WOULD HAVE TO CON- <br />SIDER THIS AT THIS TIME OF YEAR TO BE READY FOR BUDGET SESSIONS.
