HE FELT THERE COULD BE MORE FOR MERIT <br />SOMETIMES DEPENDING ON A GOOD PROGRAM OF PERFORMANCE EVALUATION. <br />CHAIRMAN WODTKE THEN DISCUSSED THE APPROACH OF AN INCREASE <br />BEING MADE NOT ON A PERCENTAGE BASIS, BUT ON A DOLLAR BASIS ACROSS THE <br />LINE, SO THAT EMPLOYEES WOULD BE RAISED EQUAL AMOUNT OF DOLLARS;.WHICH <br />HE FELT ELIMINATES THE PROBLEM OF THOSE WITH HIGHER SALARIES GETTING <br />HIGHER INCREASES PROPORTIONATELY. • <br />MR. PELLEGRINO STATED THAT HE UNDERSTANDS THIS HAS BEEN DONE <br />IN QUITE A FEW PLACES, BUT THERE ARE SOME PROBLEMS. HE NOTED THAT WHEN <br />YOU START GIVING FLAT AMOUNTS, YOU ARE, IN EFFECT, SHRINKING YOUR BASE <br />AND HE DID NOT FEEL THIS CAN BE DONE ON A CONTINUOUS BASIS. <br />COMMISSIONER SIEBERT NOTED THAT IF YOU OPERATE ON A MINIMUM- <br />i <br />MAXIMUM RANGE, A PERSON CAN ONLY GO SO FAR. YOU ADJUST THE RANGES <br />PERIODICALLY. HE FELT THE PERCENTAGE APPROACH IS BETTER, <br />COMMISSIONER SIEBERT THEN DISCUSSED THE POSSIBILITY OF EARNING <br />OVERTIME ON A DAILY BASIS, RATHER THAN A WEEKLY BASIS, AND MR. PELLEGRINO <br />STATED THAT IT IS BASED ON THE NUMBER OF HOURS WORKED IN A WEEK. <br />COMMISSIONER SIEBERT NEXT DISCUSSED -COMPENSATORY TIME. <br />MR. PELLEGRINO STATED THAT IN THE SHORT RANGE APPROACH, COM- <br />PENSATORY TIME LOOKS VERY ATTRACTIVE BECAUSE YOUARE NOT REALLY ALLO- <br />CATING DOLLARS AS YOU WOULD IN OVERTIME, BUT IN ACTUALITY, IT USUALLY <br />GETS OUT OF HAND. PERSONS BUILD THIS TIME UP AND UP, AND CAN BUILD IT <br />UP FROM A LOW PAY GRADE AND TAKE IT AT A HIGHER PAY GRADE. HE FELT <br />COMPENSATORY TIME SHOULD BE USED SPARINGLY. <br />COMMISSIONER SIEBERT AGREED THAT IT IS UNMANAGEABLE. <br />CHAIRMAN WODTKE NOTED THAT THE BOARD HAS NOT SEEN THE REPORT <br />DONE ON THE CLERKS OFFICE AND THE OTHER CONSTITUTIONAL OFFICERS AND <br />ASKED IF THE CLASSIFICATIONS ARE SIMILAR. <br />MR. PELLEGRINO STATED THAT IF THERE ARE COMMON CLASSIFICATIONS, <br />THEY WOULD BE THE SAME.
