CHILD, THE ABUSED CHILD, ETC., - THOSE WHO HAVE NOT COMMITTED A JUVENILE <br />OFFENSE. ATTORNEY O'HEILL CONTINUED THAT THE EXCHANGE CLUB FORMED A <br />COMMITTEE TO INVESTIGATE THE FACILITIES AND RESOURCES AVAILABLE IN OUR <br />AREA TO COPE WITH THIS PROBLEM, CHECKED WITH THOSE RUNNING THE ST. LUCIE <br />COUNTY YOUTH HALL, WHICH IS FOR RESIDENTS OF THAT COUNTY ONLY, AND HAD <br />PRESENTATIONS FROM THE SHERIFF'S DEPARTMENT AND THE DEPARTMENT OF HEALTH <br />& REHABILITATIVE SERVICES. IT WAS CONCLUDED THAT THE GREATER NEED AT <br />THIS TIME WOULD BE A FACILITY FOR THE DEPENDENT CHILD. IN THE COURSE OF <br />THIS INVESTIGATION, THEY CAME ACROSS MR. AND MRS. RICHARD DAVIS, WHO <br />HAVE FOR MOST OF THEIR LIVES DEDICATED THEMSELVES TO PROVIDING FOR <br />DEPENDENT CHILDREN AT THEIR HOME. THEY HAVE DONE THIS ON A VOLUNTEER <br />BASIS UP UNTIL RECENTLY WHEN THEY BECAME LICENSED TO OPERATE AS AN <br />EMERGENCY SHELTER. <br />ATTORNEY O'NEILL INTRODUCED PAST, PRESENT AND FUTURE EXCHANGE <br />CLUB PRESIDENTS; PHYLLIS WEBB OF THE DEPARTMENT OF HEALTH & REHABILITA- <br />TIVE SERVICES; DENNIS TWEED, DISTRICT SUPERVISOR FOR THE DEPARTMENT; AND <br />THE ARCHITECT•WHO HAS DONE THE PROPOSED PLANS FOR THE YOUTH MANOR. THE <br />ATTORNEY NOTED THAT THE•PRESENT PLAN IS ONLY A TENTATIVE ONE AND THEY <br />INTEND TO HAVE IT LOOK MORE LIKE A HOME AND LESS INSTITUTIONAL. <br />ATTORNEY O'NEILL INFORMED THE BOARD THAT THE ST, LUCIE COUNTY <br />YOUTH HALL WAS BUILT BY THE KIWANIS CLUB WHO GOT THE COUNTY TO DONATE <br />THE LAND AS WELL AS AGREE TO BEING RESPONSIBLE FOR THE OPERATIONAL COSTS <br />' OF RUNNING THE HOME. HE EXPLAINED THAT THE VERO BEACH EXCHANGE CLUB <br />WISHES TO BUILD A YOUTH MANOR FOR INDIAN RIVER COUNTY AND WOULD PAY ALL <br />CONSTRUCTION COSTS, THEY WOULD LIKE THE COUNTY TO PROVIDE THE LAND <br />AND ALSO BE ULTIMATELY RESPONSIBLE FOR THE OPERATIONAL COSTS OF THE YOUTH <br />MANOR. ATTORNEY O'NEILL THEN REVIEWED THEIR PROPOSED BUDGET AND ANTIC- <br />IPATED•OPERATIONAL COSTS, WHICH ARE DRAMATICALLY LESS THAN THOSE OF <br />ST. LUCIE COUNTY. HE EXPLAINED THAT PART OF THE DIFFERENCE IS ACCOUNTED <br />FOR BECAUSE MR. AND MRS. DAVIS DO NOT WISH TO RECEIVE SALARIES, BUT WOULD <br />LIVE FULL TIME AT THE MANOR.• THE ST. LUCIE COUNTY YOUTH HALL IS NOT <br />FINANCED BY THE STATE AND IS STRICTLY COUNTY CONTROLLED. THE EXCHANGE <br />CLUB INTENDS THAT INDIAN RIVER COUNTY CONTROL THE YOUTH MANOR, BUT SINCE <br />IT WILL MEET STATE GUIDELINES, WHOEVER IS RUNNING THE HOME WILL BE <br />22 <br />MAY 91979 POCK 0 PAGE 227 <br />
