COMMUNITY DEVELOPMENT DIRECTOR REGAN REPORTED THAT WHEN HE ' <br />AND COMMISSIONER LYONS JOURNEYED TO JACKSONVILLE APRIL 17TH TO EXPLORE <br />THE STATUS OF THE SECTION 8 BUDGET, HUD's POSITION WAS THAT THEY SHOULD <br />BRING THEIR ADMINISTRATIVE GUIDELINE DOWN PER CASE. HE BELIEVED THAT <br />HUD WOULD BE WILLING TO GO ALONG WITH THE BUDGET HE IS NOW SUBMITTING <br />AND THAT THE COUNTY WOULD BE ABLE TO OPERATE WITHIN IT. <br />MOTION WAS MADE BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />SIEBERT, TO APPROVE THE PROPOSED SECTION S EXISTING RENTAL HOUSING <br />ASSISTANCE PROGRAM ADMINISTRATIVE BUDGET AS SUBMITTED. <br />COMMISSIONER SIEBERT COMMENTED THAT IF WE GET THIS MONEY, WE <br />HAVE NOWHERE TO PUT THE PEOPLE. <br />MR. REGAN STATED THAT HE DOES NOT REALLY KNOW HOW MANY UNITS <br />THERE ARE OUT THERE WITH WHICH WE CAN IMPLEMENT THE PROGRAM, BUT WE <br />WILL NEVER KNOW UNTIL WE HAVE TRIED. HE FELT THERE ARE PEOPLE IN HOUSING <br />NOW THAT CANNOT AFFORD TO PAY THE RENTS THEY ARE PAYING, AND IF IT IS <br />SAFE AND SANITARY HOUSING, POSSIBLY WE CAN HELP THOSE ALREADY IN EXISTING <br />STRUCTURES. HE INFORMED THE BOARD THAT THE PRESENT GUIDELINES AND THE <br />MARKETPLACE ARE NOT IN ACCORD, AND THE ADMINISTRATOR OF THE PROGRAM MUST <br />ARGUE THIS WITH THE FEDERAL GOVERNMENT. <br />DISCUSSION AROSE ABOUT HIRING OF PERSONNEL TO IMPLEMENT THIS <br />PROGRAM. MR. REGAN STATED THAT BASICALLY AT THE OUTSET JUST A PROGRAM <br />MANAGER WOULD BE HIRED. HE FELT HE COULD CHARGE HIS OWN START-UP TIME <br />(INTERVIEWING, ETC.) AGAINST THIS PROGRAM, BUT NOTED THERE IS NO <br />ADMINISTRATIVE MONEY IN IT FOR HIM. <br />CHAIRMAN WODTKE FELT THAT POSSIBLY JUST ONE PERSON COULD HANDLE <br />THE START-UP, THEi.ACCOUNTINti,. ETC., BUT MR. REGAN INFORMED HIM THAT THE <br />FIRST YEAR IS YOUR MAXIMUM WORK LOAD BECAUSE YOU HAVE TO SCREEN OUT MANY <br />APPLICANTS -BEFORE YOU FILL THE UNITS, ONCE THE UNITS ARE FILLED, THERE <br />IS NOT 100% TURNOVER, AND ONE GOOD MAN WITH ACCOUNTING ORIENTATION SHOULD <br />BE ABLE TO HANDLE 120 APARTMENTS. <br />COMMISSIONER SIEBERT ASKED WHO WOULD QUALIFY THE UNITS AND <br />DECIDE IF THEY ARE SAFE AND SANITARY, AND MR. REGAN STATED THAT IT WOULD <br />BE THE PROGRAM MANAGER, <br />THE -CHAIRMAN CALLED FOR THE QUESTION.
