<br />Staff members present from the School Board were Superintendent Tom Maher, Assistant <br />Superintendent for Finance Linda Robertson, and Executive Assistant to the School Board Judy <br />Stang. <br />Staff members from various governments were in the audience including Sebastian’s City <br />Manager Terrence Moore, Orchid’s Town Manager David Jakubiak, Indian River Shores’ Town <br />Manager Robert Bradshaw, City of Vero Beach’s Assistant Planning Director Mark Satterlee, <br />Sebastian’s City Clerk Sally Maio and Attorney Rich Stringer, and Fellsmere’s Attorney Warren <br />Dill and Building Director Allen Duff. <br /> <br />I. WELCOME AND INTRODUCTION <br />at 1:30 p.m. She called on Mrs. Wilson, <br />Chairman Ginn called the meeting to order <br />Mrs. Bowden, Mr. Barnes, Dr. Baker, and Mr. McCants to introduce their fellow elected <br />officials and staff members. Next she introduced her fellow Commissioners and various <br />staff members. She then introduced the presenter, Mr. Leo Noble, past chairman of the <br />Economic Development Council of Palm Beach County, and listed his many other <br />credentials and memberships. <br /> <br /> <br />II. SCHOOL CONCURRENCY <br />A) PLN <br />RESENTATION BY EO OBLE <br /> <br />Leo Noble <br /> had distributed a booklet of information to each of the elected officials. He <br />explained that he was hired to bring about school concurrency by the Palm Beach County (PBC) <br />Commission and School Board. He gave an overview on how it was accomplished there. He <br />reviewed the documents required to comply with the Statutes in order to include school <br />concurrency in the Comprehensive Plan. He gave an historical account of the process and <br />enumerated the difficulties encountered in PBC where it took two years. He believed it should be <br />easier and quicker in Indian River County because of fewer municipalities. He listed and explained <br />February 4, 2004 2 <br /> <br />
