MR, ROBINSON WENT ON TO STATE THAT HE BELIEVED <br />IF THE BOARD SETS UP THIS AGENCY, THEY WILL BE ADDING FUEL TO THE FIRE <br />OF INFLATION. PEOPLE WHO INVEST IN THIS, WILL TAKE THEIR MONEY, ON <br />WHICH THEY ARE NOW PAYING TAXES, OUT OF LOCAL'BANKS AND PUT IT IN THE <br />TAX FREE BONDS. HE FELT IT ADDITIONALLY WILL INFLATE THE PRICE OF <br />HOUSING BECAUSE INCREASING BUILDING ACTIVITY WILL ESCALATE THE PRICE OF <br />CONSTRUCTION MATERIALS, AND IF YOU HAVE A 12% INCREASE IN COSTS, A 2% <br />SAVING IN INTEREST IS NOT GOING TO HELP ANY. MR. ROBINSON FELT THERE <br />ARE A LOT OF FACTORS THAT WILL HURT MORE THAN THEY WILL HELP, <br />COMMISSIONER SIEBERT COMMENTED THAT HE HAS HEARD THIS SAME <br />THEORY BEFORE, BUT HE FELT THE OFFSETTING ADVANTAGE IS THAT IT STIMU- <br />LATES BUILDING AND PUTS MORE HOMES ON THE MARKET, CREATES MORE COMPETI- <br />TION, AND PROBABLY BETTER PROFIT MARGINS. <br />CHAIRMAN WODTKE NOTED THAT WHETHER WE HAVE THIS PROGRAM OR NOT <br />YOU ARE GOING TO HAVE AN INCREASE IN THE PRICE OF MATERIAL. HE POINTED <br />OUT THAT THE PROGRAM IS AIMED AT MAKING HOUSING AVAILABLE TO A GROUP <br />THAT CANNOT BUY A HOUSE TODAY OR CANNOT BUY IT AT THE 12% INCREASE NEXT <br />YEAR. ROBINSON'S <br />REASONING, BUT FELT IT IS A QUESTION OF MAKING A BALANCE BETWEEN THE <br />BAD AFFECTS AND THE GOOD -AFFECTS. WE DO HAVE A HOUSING PROBLEM AND <br />WHAT WE ARE TRYING TO ACCOMPLISH IS TO BE SURE WE DONT LOAN MONEY TO <br />THE ONES WHO COULD HAVE THE HOUSING BY CONVENTIONAL METHODS, <br />MR.
