REGAN CONTINUED THAT THEY HAVE SENT IN THE APPLICATION <br />ON THE SECOND PROGRAM, RURAL HOUSING LAND ACQUISITION, WITH A RESOLUTION <br />APPROVING A REQUEST FOR $400,000, AND MS. .JUDY TRUETT OF THE DEPARTMENT <br />'OF COMMUNITY AFFIARS YESTERDAY ASSURED HIM THAT THE COUNTY IS GOING TO <br />GET THE $400,000 AND SHE WILL SEND OUT A LETTER OF CONFIRMATION. HE <br />STATED THAT HE ALSO HAS BEEN IN TOUCH WITH MR. HOBERG OF FMHA, AND 502 <br />FUNDS ARE STILL AVAILABLE WITH A GOOD CHANCE OF SOME 515 FUNDS TO BUILD <br />MULTI -FAMILY. HUD ADVISES THAT THE NEXT ALLOCATION OF SECTION S FUNDS <br />WILL BE AVAILABLE IN .JANUARY, AND MR. REGAN FELT THERE IS NO POINT IN <br />MAKING APPLICATION NOW, BUT RATHER IN NOVEMBER WHEN WE ARE MAKINGi OUR <br />COMMUNITY DEVELOPMENT APPLICATION, AT WHICH TIME WE SHOULD HAVE THE LAND <br />TO UTILIZE AND THE POSSIBILITY OF FMHA FUNDS. MR, REGAN STATED THAT <br />BEN THOMPSON, PRESIDENT OF INDIAN RIVER FEDERAL SAVINGS & LOAN, HAS <br />BROUGHT TO HIS ATTENTION.THAT THE FEDERAL HOME LOAN BANK IN ATLANTA HAS <br />SOME FUNDS AVAILABLE AT LOWER THAN MARKET•RATES FOR DEVELOPMENT OF LOW <br />AND MODERATE INCOME HOUSING - ABOUT 1-1/2% LESS THAN THE CONVENTIONAL <br />LOANS. <br />MR. THOMPSON INFORMED THE BOARD THAT ROBERT WARWICK, A FORMER <br />COUNTY RESIDENT, HEADS THIS PROGRAM FOR THE FEDERAL HOME LOAN BANK, AND <br />FELT IT WOULD BE WORTHWHILE TO SET UP A MEETING, WITH MR. WARWICK. HE <br />STATED THAT THEY WOULD LIKE TO WORK ON THESE THINGS JOINTLY WITH THE <br />BOARD. <br />THE CHAIRMAN REQUESTED THAT HE BE ADVISED WHEN MR. WARWICK <br />WILL BE AVAILABLE FOR A MEETING. <br />COMMISSIONER SIEBERT INFORMED THE BOARD THAT IT HAS BEEN <br />BROUGHT TO HIS ATTENTION THAT AN APPEAL HAS BEEN MADE BY ATTORNEY <br />KILBRIDE, ON BEHALF OF FRANK LORC, REGARDING THE APPLICATION FOR SITE <br />PLAN APPROVAL FOR TROPIC GROVE, INC. HE FELT THAT THIS MATTER NEEDS <br />TO BE DISCUSSED BETWEEN THE BOARD AND THE ATTORNEY AS TO THE APPROPRI- <br />ATENESS OF THE APPEAL AND ALSO TO CORRECT SOME POSSIBLE ERRORS IN OUR <br />ORDINANCE AND CLARIFY IN OUR MINDS EXACTLY WHAT THOSE ORDINANCES SAY, <br />AND HE WOULD LIKE TO BRING IT UP UNDER HIS ITEMS, COMMISSIONER SIEBERT <br />COMMENTED THAT THIS WAS PRESENTED TO HIM ONLY YESTERDAY AND HE DOES NOT <br />INTEND.TO MAKE A HABIT OF BRINGING UP ITEMS NOT PRESENTED IN THE TIME <br />FRAME SET BY BOARD POLICY. <br />V <br />JUN 61979 <br />53 <br />
