organization) did not think this rezoning was a good deal for the County and gave reasons, which <br />involved parking and impact fee issues. <br />Director Keating responded to the difference in impact fees stating that the fees are <br />dependent on use, not the zoning district, and it does not have any bearing on the impact fees. <br />Mr. Paladin, staff, and the Board engaged in discussion regarding square footage. <br />Mr. Paladin gave a developer's view on the matter regarding parking spaces and why he did not <br />think this was good for the County. He again voiced his opposition to the rezoning request. <br />Honey Minuse, 27 Starfish Drive, indicated that there is a large coalition of people <br />along Indian River Boulevard who are against commercial development; they perceive it as a <br />threat to safely enter their communities; and do not see a commercial development being <br />compatible with residential. She asked the Board to keep in mind the needs and interest of the <br />people on the Boulevard when they make a decision. <br />Grant Withers, 1739 Victoria Circle, Grand Harbor, shared Commissioner <br />O'Bryan's concern about the compatibility of this property with the surrounding area. He <br />suggested they have a wider look at the area and asked the Board to deny the request to rezone. <br />Victor Knight, 3295 Ranch Road, whose family owns land to north and west of the <br />subject area, gave a brief history of how this all came about. They have no objection to the <br />rezoning request, thinks it is a good transitional use, and urged the Board to approve the request. <br />Warren Schwerin, 667 Ocean Road, and President of Triple S. Properties, argued <br />that his firm is well acquainted with the needs of medical and commercial tenants. He believed <br />this project is complementary to the Medical node and is needed in the County. He defended his <br />Firm's reputation and urged the Board to support their petition. <br />February 6, 2007 23 <br />
