(with the newly adopted Chapter 910) and what was the intent of the Board. He discussed the <br />options he thought they had which include vested building permits. He also discussed staffs <br />recommendation, and the rationing program. He challenged Director Keating's comments <br />regarding Proportionate Share agreement and the number of trips available. He understood that <br />one was not allowed to vest unless there was a building permit and believed that is what was voted <br />on. <br />Commissioner Davis provided some clarity to Mr. Paladin's concerns. Detailed <br />discussion ensued among the Board, staff and audience members regarding proportionate share, <br />counting trips, what they are going to do on Route 60, and the provisions of Senate Bill 360 (SB <br />360) regarding entering into a proportionate share agreement. <br />Chairman Wheeler felt they needed to bring this back at another meeting. <br />There was CONSENSUS to bring this back at another meeting. <br />Discussion continued among Board members and Mr. Paladin regarding broken <br />links on US 1 that are not "prop sharable", and inability to change the ordinance. <br />Commissioner Flescher explained his intent when he made reference to SB 360 <br />regarding the rationing issue. <br />Andrew Kennedy, 535 Eugene Road, sought confirmation on his understanding <br />that the ordinance would be effective March 1st. After being told, "Yes", he inquired whether <br />these scenarios would "bump this back continually". <br />There was more discussion on adopting a pending ordinance, and vesting on a <br />broken link. <br />February 6, 2007 37 <br />
