7 1 <br />DISCUSSION FOLLOWED ABOUT MERIT RAISES. <br />CHAIRMAN WODTKE FELT THAT THE PLAN WE ARE UNDER NOW DOES NOT <br />TALK ABOUT MERIT INCREASES, BUT ABOUT EVERY EMPLOYEE BEING EVALUATED, <br />AND THE DEPARTMENT HEADS WILL HAVE TO JUSTIFY THE RAISE. <br />INTERGOVERNMENT COORDINATOR THOMAS COMMENTED THAT SOME EMPLOYEES <br />REALLY DESERVE MORE. HE NOTED THAT HIS PRIMARY POSITION WITH THE COUNTY <br />IS WHAT'HE THINKS WILL HAPPEN FINANCIALLY, AND HE THINKS THE BOARD HAS <br />TO KEEP A VERY CLOSE EYE ON SOME OF THOSE OTHER FACTORS - YOU MUST <br />CONSIDER WHAT MIGHT HAPPEN NEXT YEAR IF YOU ALLOW YOURSELF TO GET OUT <br />OF LINE WITH THE NEIGHBORING AREA. <br />COMMISSIONER SIEBERT ASKED ABOUT THE GRANT FOR THIS STUDY AND <br />WAS ADVISED THAT WE WERE TURNED DOWN, ALONG WITH EVERYONE ELSE. <br />PERSONNEL DIRECTOR DONLON STATED THAT WE DO NOT GIVE RAISES <br />ON.ANNIVERSARY DATES,. BUT DO ON THE COMPLETION OF THE SIX MONTHS PROBA- <br />TION PERIOD. <br />COMMISSIONER LYONS ASKED HOW MANY PEOPLE ARE AT THE TOP OF <br />THEIR RANGE, AND FINANCE DIRECTOR BARTON.REPLIED THAT FIVE PEOPLE ARE <br />RIGHT AT THE MAXIMUM OR OVER. <br />COMMISSIONER SIEBERT DISCUSSED A HYPOTHETICAL 7% TO BE MADE UP <br />OF POSSIBLY 4% MERIT AND 3% COST OF LIVING. THE EMPLOYEE WOULD GET THE <br />3% COST OF LIVING IMMEDIATELY, BUT -THE AMOUNT OF MERIT INCREASE THEY RE- <br />CEIVE WOULD BE DETERMINED AT THEIR ANNIVERSARY DATE AND COULD RANGE <br />FROM 0 TO 4%. HE STATED THERE SHOULD BE MONEY LEFT OVER IN EVERY SALARY <br />ACCOUNT EACH YEAR. <br />COMMISSIONER LOY NOTED THAT WE STILL TEND TO BE CRITICAL OF <br />DEPARTMENT HEADS WHO HAVE MONEY LEFT OVER IN SALARY ACCOUNTS. <br />DISCUSSION FOLLOWED ABOUT THE INCREASE FOR COUNTY OFFICIALS. <br />COMMISSIONER LOY THOUGHT IT WAS 6.7% INCLUDING FRINGE BENEFITS, <br />AND FELT OUR CONSITUTIONAL OFFICERS SHOULD BE HELD TO THAT, TOO. <br />INTERGOVERNMENTAL COORDINATOR THOMAS STATED THAT THE FINAL <br />DECISION WILL NOT BE MADE BY MANY DEPARTMENTS UNTIL ALMOST THE END OF <br />BUDGET TIME; THERE COULD BE A LOT OF CHANGES UNTIL THEN. <br />FINANCE OFFICER BARTON STATED THAT MANY OF THE -DEPARTMENTS <br />HAVE NOT SUBMITTED THEIR BUDGETS, BUT WHATEVER THE BASE IS, IT AFFECTS <br />43 ' <br />JUN 2 01979 .
