ATTORNEY COLLINS DISCUSSED THE PROPOSED DRAFTS OF THE HOUSING <br />FINANCE AUTHORITY WORKING AGREEMENTS AND TRUST INDENTURE TO BE ENTERED <br />INTO WITH THE TRUSTEE, ETC. HE STATED THAT TO KEEP THIS PROGRAM MOVING <br />ALONG SEVERAL THINGS SHOULD BE DONE. FIRST THE COUNTY COMMISSION,. WHO <br />AT THIS POINT IS ACTING AS THE HOUSING FINANCE AUTHORITY, SHOULD APPOINT <br />BOND COUNSEL AND SHOULD THINK IN TERMS OF WHO SHOULD BE THE TRUSTEE FOR <br />THE PROGRAM. ATTORNEY COLLINS STATED THAT HE HAS NO PREFERENCE AS FAR <br />AS THE BOND COUNSEL IS CONCERNED, BUT HE IS VERY SATISFIED WITH THE <br />SERVICES WE HAVE RECEIVED FROM FREEMAN, RICHARDSON, WATSON, SLADE, <br />MCCARTHY & KELLEY OF JACKSONVILLE, AND WOULD HAVE NO REASON NOT TO <br />RECOMMEND WE CONTINUE WITH THEIR SERVICES. AS TO THE TRUSTEE, IT IS <br />RECOMMENDED THAT IT BE A LOCAL BANK WITH TRUST POWERS. THERE ARE TWO <br />AVAILABLE BANKS WHICH DON T CREATE ANY CONFLICTS, AND THEY ARE FLORIDA <br />FIRST NATIONAL AND FIRST CITRUS BANK. <br />CHAIRMAN WODTKE ASKED IF THESE ACTIONS.CAN BE TAKEN BY THIS <br />BOARD PRIOR TO APPOINTING THE HOUSING FINANCE AUTHORITY, AND THE ATTORNEY <br />INFORMED HIM THAT THEY CAN, <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER Loy, <br />THE BOARD UNANIMOUSLY APPOINTED FREEMAN, RICHARDSON, WATSON, SLADE, <br />MCCARTHY & KELLEY, OF JACKSONVILLE, FLORIDA, BOND COUNSEL FOR THE HOUSING <br />FINANCE AUTHORITY. <br />,DISCUSSION FOLLOWED AS TO RECOMMENDATIONS FOR APPOINTMENTS TO <br />THE HOUSING FINANCE AUTHORITY. THIS WILL BE BROUGHT UP LATER. <br />COMKISSIONER SIEBERT ASKED IF THERE IS A DIFFERENCE IN THE <br />CHARGES FOR SERVICES OF THE BANKS WE ARE CONSIDERING AS TRUSTEE FOR THE <br />HOUSING FI CE AUTHORITY. IT WAS FELT THAT INTEREST RATES AND CHARGES <br />SHOULD BE CHECKED ON. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED -BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY INSTRUCTED INTERGOVERNMENTAL COORDINATOR <br />THOMAS TO RESEARCH THE CHARGES THAT WOULD BE MADE BY THE BANKS UNDER <br />CONSIDERATION FOR ACTING AS TRUSTEE FOR THE HOUSING FINANCE AUTHORITY. <br />ATTORNEY COLLINS STATED THAT HE UNDERSTOOD SOME OF THE <br />COMMISSIONERS HAVE BEEN RECEIVING PHONE CALLS FROM TRAVIS SALTER, OWNER <br />OF TREASURE COAST UTILITIES, INC., AND INFORMED THE BOARD THAT AT THIS <br />12 <br />JUL 51979 <br />BOOK 41 PAGE 79 <br />I <br />
