t <br />IT. ALSO THERE IS A DRAINAGE EASEMENT EXTENDING ALONG THE REAR OF LOT <br />11, THE PRIESTLEY PROPERTY, AND THIS WOULD DISTURB THAT DRAINAGE EASE- <br />MENT. ATTORNEY .JOHNSTON FURTHER NOTED THAT IF THIS WERE DONE OVER LOT <br />10, IT WOULD, IN EFFECT, BE LEGISLATING ILLEGAL SETBACKS ON ALREADY <br />EXISTING STRUCTURES. HE THEN WENT ON DISCUSS INDIAN RIVER BOULEVARD <br />AS A NORTH -SOUTH ARTERY AND DID NOT FEEL 3RD COURT IS OF ANY CONSEQUENCE. <br />HE NOTED THERE IS ACCESS OFF OF 12TH STREET, AND HE FELT MR. BELL HAS <br />DONE EVERYTHING HUMANLY POSSIBLE TO CONFORM TO THE PLANNING DEPARTMENTS <br />SUGGESTIONS AND 99% TO THE WISHES OF MR. ZORC. <br />CHAIRMAN WODTKE STATED THAT WE NEED TO SEE THE REVISED SITE <br />PLAN AND HEAR WHAT THE PLANNING DEPARTMENT HAS TO SAY. <br />PLANNING DIRECTOR REVER REVIEWED THE REVISIONS MADE AND <br />REPORTED THAT THEY HAVE DECREASED THE TOTAL ACREAGE AVAILABLE FOR <br />DEVELOPMENT BY APPROXIMATELY ONE ACRE AND INCREASED THE DENSITY FROM <br />12.7 TO 12.9. THEY ALSO. HAVE DECREASED THE GROSS OPEN SPACE BY ABOUT <br />1/2 ACRE BECAUSE THE BUILDINGS HAVE BEEN MOVED CLOSER TOGETHER. THE <br />RECREATIONAL OPEN SPACE HAS DECREASED SLIGHTLY AS WELL AS THE VEHICULAR <br />OPEN SPACE, AND THERE ARE GRASS AREAS INDICATED AS PARKING AREAS. MR. <br />REVER NEXT COMMENTED THAT THE REVISED PLAN INDICATES AN EMERGENCY EXIT <br />ON THE EAST, AND THIS IS NOT PROPERLY WORDED. HE EXPLAINED THAT THE <br />INTENT IS THAT THIS IS TO BE NOT ONLY FOR EMERGENCIES, BUT TO BEA FUTURE <br />PERMANENT ACCESS - NOT AN EXIT. WHEN 12TH STREET IS DEVELOPED, IT WILL <br />BECOME A PERMANENT ACCESS. HE FELT THAT ANY DEVELOPMENT THAT DENSE <br />SHOULD HAVE MORE THAN ONE ACCESS, OR IT COULD BE A POTENTIAL HAZARD, <br />COMMISSIONER SIEBERT NOTED THAT THEY WANTED THE ONE ACCESS <br />FOR SECURITY REASONS, <br />MR. REVER WAS OF THE OPINION.THAT MORE THAN ONE ACCESS WILL <br />BE TO THEIR BENEFIT IN THE LONG RUN AND DID NOT BELIEVE IT WILL CAUSE <br />A SECURITY PROBLEM. HE INFORMED THE BOARD THAT THE OTHER THINGS THAT <br />WILL BE NEEDED WITH THIS PARTICULAR LAYOUT ARE A NEW LANDSCAPING PLAN <br />AND A NEW PLAN FOR DRAINAGE, AND HE ASSUMED THEY WOULD BE FORTHCOMING. <br />IN REGARD TO THE 3RD.000RT PROBLEM, MR. REVER STATED THAT -THE PLANNING <br />DEPARTMENT IS AT A LOSS TO ANSWER BECAUSE WE DO NOT HAVE A TRANSPORTATION <br />PLAN AS SUCH.
