THE CHAIRMAN RETURNED THE DISCUSSION TO ITEM 4 ON THE AGENDA <br />IN REGARD TO THE RELEASE OF EASEMENTS REQUESTED BY B. F. CHAMBERLAIN IN <br />PARADISE PARK. <br />ADMINISTRATOR JENNINGS INFORMED THE BOARD THAT HE NOW HAS <br />DETERMINED THERE ARE NO SIDE LOT LINE EASEMENTS ON THIS PROPERTY. HIS <br />ONLY COMMENT IS THAT THAT DRAINAGE IN PARADISE PARK COMES FROM A QUARTER <br />MILE NORTH DOWN TO ROUTE 60 AND SHOULD DEVELOP IN THE FUTURE IN THE REAR <br />LOT SWALE; IT WILL COME DOWN AND GO INTO THE 5' EASEMENT AND OUT TO THE <br />ROAD, THE ADMINISTRATOR STATED THAT HIS ONLY OBJECTION IS THAT A 5' <br />EASEMENT HAS TO BE CLEANED OUT BY HAND; IT IS HARD TO GET IN EVEN WITH <br />A WHEELBARROW, AND HE FELT THIS COULD BE A PROBLEM. HE HAS NO OBJECTION <br />TO THE DRAINAGE OTHER THAN THAT. HE COMMENTED THAT THE PROPOSED CULVERTS <br />MUST HAVE HEADWALLS AS PER THE NEW DOT STANDARDS. <br />ATTORN8Y CIANFRONE NOTED THAT THE BACK OF THE STRUCTURE WOULD <br />BE A PARKING LOT AND THE COUNTY COULD GO IN OVER THE PARKING LOT FOR <br />MAINTENANCE. <br />THE ADMINISTRATOR FELT IN THAT CASE THE MINUTES SHOULD REFLECT <br />THAT THE PARKING LOT COULD BE USED FOR MAINTENANCE PURPOSES, BUT ATTORNEY <br />COLLINS STATED THAT WOULD NOT SUFFICE, AND IF IT IS IMPORTANT TO HAVE <br />DRAINAGE BACK THERE, IT WILL BE NECESSARY TO HAVE SUFFICIENT ROOM WITHIN <br />THE EASEMENT. <br />COMMISSIONER LYONS FELT THAT EVEN BY GIVING A 10' EASEMENT, <br />THE APPLICANT STILL WOULD BE GAINING PROPERTY. <br />ATTORNEY CIANFRONE STATED THAT THERE IS A ROAD RIGHT-OF-WAY <br />AND THEY ARE GOING TO PUT IN A ROAD WITH DRAINAGE. <br />ADMINISTRATOR .JENNINGS FELT THAT WOULD BE SUFFICIENT. HE <br />COMMENTED THAT DANA HOWARD SPECIFICALLY DREW THIS DRAINAGE PLAN IN <br />CONJUNCTION WITH THE PLANNING DEPARTMENT'S SUGGESTIONS. <br />COMMISSIONER SIEBERT NOTED THAT THE BOARD SHOULD HAVE SOME <br />RECOMMENDATION FROM STAFF AND FELT THE DISCUSSION JUST HELD ON THIS <br />MATTER IS ALL WORK THAT SHOULD HAVE BEEN DONE BEFORE IT CAME BEFORE THE <br />BOARD. <br />COMMISSIONER LYONS AGREED THAT MATTERS SHOULD NOT COME BEFORE <br />THE BOARD WITHOUT PROPER BACK-UP MATERIAL.
