Attorneys Collins, Peterson, and Mendel all agreed that the <br />original signed agreement would suffice. <br />Ms. Massung mentioned that she had known that Ms. Bowden had <br />wanted to have her own aide, but she objected to the tactics employed by the <br />Commissioner. Ms. Massung read from her notes (copy not on file) to detail the reasons <br />and list the incidents that resulted in her requesting termination of her employment <br />contract. <br />Vice Chair Bowden found the allegations about her outrageous, and declared that <br />they were unfounded rumors. <br />12.D. AUTHORIZATION REQUESTED FROM ATTORNEY COLLINS TO WORK ON <br />A DRAFT INTERLOCAL AGREEMENT WITH THE LEGAL STAFF OF VARIOUS <br />MUNICIPALITIES <br />Commissioner O'Bryan related that several of the Commissioners and Attorney <br />Collins had attended a meeting at Vero Beach City Hall, where the discussion centered on <br />working on an Interlocal Agreement (ILA) on annexations, among the five municipalities <br />in the County. He felt that Attorney Collins should be given some direction/approval to <br />work on this item with the legal staff of the other municipalities. <br />ON MOTION by Commissioner O'Bryan, SECONDED by <br />Vice Chair Bowden, the Board unanimously approved <br />giving Attorney Collins the authority to work with the <br />municipal attorneys to draft an Interlocal Agreement. <br />March 13, 2007 36 <br />
