J U L 181979 FOOF 41 Pact <br />MEMORANDUM OF UNDERSTANDING REGARDING <br />THE CONTRACT BETWEEN INDIAN RIVER COUNTY <br />AND THE FLORIDA DEPARTMENT OF ENVIRONMENTAL REGULATION <br />FOR THE PREPARATION OF THE MANAGEMENT PROGRAM <br />FOR THE COUNTY'S SPOIL ISLANDS <br />The purpose of this memorandum is to clarify language in <br />the above-mentioned contract, particularly that portion of <br />the contract specifying the resource inventory of the'County's <br />spoil islands (Task 1). It is hereby agreed by both parties <br />that Indian River County will not be required to extensively <br />inventory the physical features of all forty-three spoil islands <br />located within the County. Instead, the County will at a mini- <br />mum conduct a resource inventory, supplemented by field checking <br />of at least ten of the spoil islands. This inventory will <br />include the site-specific identification of existing (native <br />and non-native) vegetation, wildlife with special reference to <br />bird populations utilizing the islands, soil types, adjacent <br />marine grass beds, and man-made structures. Data on the remain- <br />ing islands not extensively inventoried will be gathered utilizing <br />existing aerial photography and a literature search. It is <br />also agreed that the County will implement the remaining elements - <br />of the contract (Tasks 2 - 5) with regard to all forty-three <br />spoil islands located within the County. Thus, a management <br />program including the resource analysis, proposed usage of the <br />island, and specific management techniques will be developed <br />to include all of the County's spoil islands. <br />INDIAN RIVER COUNTY <br />BY: <br />David M.
